The European Union’s decision to suspend a set of sanctions against Syria marks a significant milestone in the country’s path to recovery after years of conflict and economic hardships.  

The pending sanctions primarily target key sectors of Syria’s economy, particularly energy, including oil, gas and electricity. The easing of restrictions opens the door for these vital industries to resume operations, serving as a crucial lifeline for the Syrian economy. Additionally, five major financial entities have been removed from the EU’s list of frozen assets: the Industrial Bank, the People’s Credit Bank, Syrian Aviation, the Agricultural Cooperative Bank, and the Savings Bank. 

The restoration of banking relations between Syrian banks and financial institutions in European Union member states is expected to facilitate development and reconstruction projects. This, in turn, could provide a much-needed boost to Syria’s struggling economy, which has endured years of sanctions and economic isolation. 

The suspension of sanctions is also anticipated to improve humanitarian access to affected areas, alleviating the suffering of millions of Syrians facing dire living conditions. The removal of bureaucratic hurdles on humanitarian-related financial transactions will enable relief organizations to operate more effectively.

A revitalized energy sector is expected to have a positive impact on essential services, particularly in health, education, and water infrastructure. This could lead to improved living conditions for a population that has long struggled with shortages of fuel and necessities.

This decision comes amid Syria’s political transformations following the overthrow of Bashar al-Assad in December 2024. The European Union aims to establish new relations with Syria’s new administration, which has called for the removal of Western sanctions imposed on Damascus during his rule. 

The Syrian Ministry of Foreign Affairs welcomed the EU’s move, describing it as a “positive step towards economic recovery and stability”.

The EU continues to assess the possibility of further suspending economic sanctions, closely monitoring developments to ensure that the current measures align with Syria’s evolving political and economic landscape. 

Many Syrians hope that the international community will take additional steps to support reconstruction efforts and facilitate the return of refugees and displaced persons. Lifting sanctions presents a historic opportunity for Syria to move beyond a cycle of conflict, poverty, and economic decline, paving the way for a future of peace, stability, and prosperity.
