There’s no doubt that the sweeping transformation Syria has recently undergone has had far-reaching effects, especially in the economic sphere, which is now witnessing unprecedented openness in modern Syrian history. The first signs of this shift began with a wave of major foreign investments, revitalizing domestic economic activity. All of this suggests that Syria’s economy is entering a new phase, one that could make it a key player in the politically unstable Eastern Mediterranean. In turn, Syria’s economic revival could pave the way for political stability, creating an environment where citizens can live in peace and security.
Investment in Digital Technology
The “Syrian Saudi Investment Forum”, launched on July 25, saw the signing of agreements worth more than $6.4 billion in total, the largest deal in Syria in over a decade. Among the most notable agreements was a contract in the field of digital (cyber) security, sparking serious questions: Could Syria soon witness a qualitative leap in its digital sector?
Digital expert Amir Dadak told +963 that “investment in technology is among the fastest-growing sectors worldwide, especially with rapid advances in artificial intelligence and the high returns compared to other sectors. However, such investments require an advanced, fully integrated infrastructure. That’s why the Syrian government understands that cyber security is a cornerstone of this sector and is working to develop it to lay the proper groundwork for modern technology.”

On why Saudi Arabia is targeting Syria’s cyber security sector, Dadak noted: “Riyadh is taking bold steps toward a technological future and has significantly expanded its investments in this field. It sees Syria as a promising, untapped digital market. This is why it signed a $1.6 billion agreement to develop the cyber security sector, a strong incentive to rebuild a sector that suffered extensive damage in recent years. Saudi Arabia aims to be the primary driver of this sector’s growth in Syria.”
A Historic Milestone
The “Syrian Saudi Investment Forum” represents a historic milestone in Syria’s economic path, particularly in the digital sphere. According to IT engineer Ahmad Al-Sayegh, “Direct investments in the telecommunications sector, including agreements with major Saudi companies such as STC and Elm, will help modernize Damascus’ outdated networks, expand fiber-optic infrastructure, and support 5G projects that Syria currently lacks. This could make Damascus far more attractive to local and international startups, potentially turning it into a regional technology hub.”
Al-Sayegh added that, given Saudi Arabia’s technological advancement, it’s crucial that these new investments include training programs for Syrian digital talent. “This could spark a transformative wave in digitizing public and private sector institutions, while creating jobs for Syrian youth, many of whom are considering emigration but might reconsider if advanced tech work environments emerge. Such investments could be a genuine incentive for Syrian minds to stay and contribute to building a high-tech future for the country within a short period.”
Betting on Youth
Syria’s rise, driven by this surge of Arab investment, is not an unattainable dream, provided serious efforts are made to repair the damage of past years. The country’s youthful, tech-enthusiastic generation is expected to be at the forefront of this new phase. This sector could become Syria’s most dynamic and successful, given the growing global pivot toward modern technologies that are now woven into every aspect of daily life for Syrians.
