In a striking turn of events, France’s highest court last Friday voided the international arrest warrant issued for former Syrian President Bashar al-Assad, citing his status at the time as a sitting head of state. However, it left open the possibility of issuing a new warrant now that he’s out of office.
This legal development coincided with a discreet but significant meeting in Paris between Syrian Foreign Minister Asaad al-Shibani and Israeli Minister for Strategic Affairs Ron Dermer, with U.S. envoy Thomas Barrack in attendance. The nearly four-hour meeting reportedly focused on border security issues.
Confirming the meeting on X, Barrack stated that he met with Syrian and Israeli officials in Paris to discuss de-escalation, affirming that “All parties reiterated their commitment to continuing these efforts.”
According to Israeli sources cited by Axios, the meeting aimed to “reach security understandings to maintain the ceasefire in southern Syria.”
It appears that Syrian Israeli understandings are moving steadily toward a broader strategic goal, which Barrack hinted at in his posts when he “urged Israel to engage in dialogue to allay its concerns over Syria’s new leadership” and called on Syrian President Ahmad al-Sharaa to “reassess his policies and adopt a more inclusive approach.”
Still, the success of this track hinges on several unresolved issues; chief among them, domestic stability within Syria and the enforcement of specific border-related security conditions involving Israel.

Justice or Political Manoeuvring?
Syrian writer Darwish Khalifa argues that the French court’s dismissal of the arrest warrant against a figure widely accused of well-documented war crimes “is not just a legal matter; it signals deeper political implications.” He sees it as pointing to one of two possibilities: “either a politicization of international justice, or a reprioritization of transitional justice and accountability in global diplomacy.”
Speaking to +963, Khalifa noted the timing of the decision, which coincided with the Syrian Israeli meeting, suggesting a “clear overlap between judicial diplomacy and political diplomacy.”
He also pointed out signs of a broader shift led by France toward re-opening, or at least softening, the long-sealed file of Syrian Israeli negotiations.
He added that cancelling the warrant, despite Assad’s exit from power, “sends a message that the West is no longer committed to vilifying him,” possibly indicating a repackaging of the political narrative used to justify the Syrian regime’s survival, turning the issue of accountability into a card that can be played when needed.
Khalifa warned that the move could deal a symbolic blow to the credibility of international justice in the eyes of Syrian victims, raising a critical question:
Has international justice become selective, shaped more by geopolitical calculations than by legal standards?
He stressed that “the message is clear: legal and political cards are being held for the right moment, including the Assad card, which remains on the table for either activation or bargaining.”
Khalifa concluded by highlighting France’s historical support for Syria’s minority communities under the guise of protecting “religious and ethnic minorities” from domination by the majority. “But French diplomacy now appears to be recalibrating that principle to match shifting realities, seeking a more inclusive political framework for Syria that could one day pave the way for a power-sharing model grounded in national partnership, not exclusion.”

Balancing Political Support and Legal Leverage
This legal reversal should be seen within the broader framework of France’s “political engineering” in Syria. Paris sees Syria as part of its strategic sphere and appears intent on linking future Syrian transformations to its own foreign policy tools, distinct from the paths taken by Washington or Ankara.
This distinction was visible in Turkey’s absence from the Paris meeting and French President Emmanuel Macron’s recent declaration that France may recognize a Palestinian state at the upcoming United Nations summit, moves that underscore France’s attempt to assert a more independent role in Middle East diplomacy.
Political analyst Firas Allawi argues that the French court’s decision to drop Assad’s arrest warrant does not appear directly linked to mounting regional pressure on Damascus or the Israeli talks.
Speaking to +963, Allawi pointed out that the court date had been scheduled in advance, which makes it harder to frame the ruling as a response to a particular political scenario.
Nonetheless, he emphasized that the ruling must be viewed within the broader diplomatic framework France is managing. “Paris is attempting to strike a balance between offering conditional political support to the Syrian regime and maintaining legal and diplomatic pressure tools to retain leverage over Syria’s political future.”
He added, “It’s hard to imagine any major move in Syria today occurring outside of coordination between Western capitals, especially Paris and Washington. There’s a clear push to stabilize Syria through parallel efforts: security and political understandings with Israel alongside steps to ensure minimal internal disruption.”
