While the move appeared to respond to media leaks, it points to deeper concerns linked to the potential exploitation of border geography and sensitive files \u2013 such as displacement and remnants of former military formations \u2013 to destabilise security or exert political pressure.\u00a0<\/span><\/p>\n

This is occurring amid weak border control and overlapping domestic crises. As legal and institutional frameworks present themselves as the primary line of defence against ad hoc security responses that could threaten civil peace, these developments intersect with renewed regional power rivalries and attempts at security repositioning, making the Akkar Plain a delicate testing ground for Beirut and Damascus\u2019s ability to contain risks through co-ordination rather than escalation, at a moment vulnerable to ignition by any local disruption.<\/span><\/p>\n

The Lebanese Army resumed wide-scale raids on Saturday across several towns and villages in the Akkar Plain in northern Lebanon, bringing the Lebanese\u2013Syrian border security file back to the forefront. This followed media reports alleging movements by figures and elements linked to the former Syrian regime inside Lebanese territory, particularly in northern border areas.<\/span><\/p>\n

According to the newspaper <\/span>An-Nahar<\/span><\/a>, the raids were triggered by information circulating in the media and on social platforms about possible security activity involving individuals affiliated with the former Syrian regime in Akkar villages and towns. This prompted a field response by the Lebanese Army to verify the accuracy of the information and prevent any potential security threat.<\/span><\/p>\n

In an initial assessment of the developments, regional security expert Dr Akram Hossam told <\/span>+963<\/b> that the situation cannot be separated from the broader context of regional tensions. He explained that \u201cthe tense Lebanese\u2013Syrian border situation is likely to see further escalation in the near term, amid overlapping internal and external geopolitical factors, which could negatively affect bilateral relations and joint co-ordination efforts\u201d, adding that \u201cthe Lebanese arena is the weakest among Syria\u2019s neighbouring states, making it more vulnerable to counter-moves linked to developments inside Syria\u201d.<\/span><\/p>\n

Search results and the local dimension<\/b><\/h2>\n

On the ground, the outcomes of the search operations carried out by the Lebanese Army, according to a joint statement issued by the municipalities of Talbireh, Al-Hayseh, Al-Masoudiyeh, Daher Al-Qanbar, and Tal Abbas Al-Sharqi, showed no presence of individuals affiliated with military organisations or involved in preparing security or military actions.<\/span><\/p>\n

In this context, security affairs researcher Brigadier General Naji Malaeb stressed to <\/span>+963<\/b> the importance of distinguishing between media suspicion and security findings. He emphasised that \u201cLebanon is a state of institutions and judiciary, and such files cannot be handled in a random or media-driven manner outside official frameworks\u201d, adding that \u201cLebanese security agencies possess extensive capabilities and information, but they cannot arrest or hand over any individual without a formal judicial request and a legally valid warrant\u201d.<\/span><\/p>\n

The municipalities\u2019 statement also reaffirmed that Akkar towns and villages have hosted thousands of Syrian displaced persons since 2011 \u201cwithout consideration of their sectarian or political affiliations\u201d, describing them as \u201cliving witnesses to these communities\u2019 commitment to coexistence and their enduring concern for civil peace\u201d.<\/span><\/p>\n

Media leaks and official concerns<\/b><\/h2>\n

The raids coincided with heightened official and municipal concern in Lebanon following leaks published by <\/span>Al Jazeera<\/span><\/a>, citing documents and recordings described as exclusive. These alleged movements of former Syrian regime elements in Lebanese border areas, particularly in the town of Al-Hayseh.<\/span><\/p>\n

According to the report, around 20 pilots who previously served in regime forces are currently living in Lebanon with their families, having been transferred via Iranian channels, and are allegedly seeking to join organised groups in preparation for potential military activity.<\/span><\/p>\n

Malaeb questioned the legal plausibility of these claims, noting that \u201ctalk of around 20 Syrian pilots staying in a Lebanese hotel raises logical questions\u201d. He explained that \u201cany hotel in Lebanon is legally obliged to register guests\u2019 IDs or passports and notify the General Security Directorate, making the presence of such a large number without the authorities\u2019 knowledge highly unlikely\u201d.<\/span><\/p>\n

Conversely, Syrian military and strategic expert Brigadier Abu Al-Baraa told <\/span>+963<\/b> that the danger of these leaks lies in their security implications. He argued that \u201cthe movement of remnants of the former Syrian regime inside Lebanese territory constitutes a direct threat to Syrian national security\u201d, asserting that such activity is taking place \u201cunder Iranian direction aimed at destabilising the region, particularly Syria\u201d.<\/span><\/p>\n

The Lebanese state\u2019s position and co-ordination with Damascus<\/b><\/h2>\n

Lebanese Deputy Prime Minister Tarek Mitri expressed concern over the reports, urging Lebanese security agencies to verify the information and take necessary measures. In a <\/span>post on X<\/span><\/a>, he stated that \u201cthe role of Lebanese security services obliges them to deal seriously with such data\u201d, warning of \u201cthe consequences of any actions that may threaten Syria\u2019s unity, security, and stability, whether carried out within Lebanon or launched from its territory\u201d.<\/span><\/p>\n

Commenting on this stance, Hossam said that these developments would place additional pressure on Lebanese\u2013Syrian relations, which have witnessed limited tension since early 2025. He pointed to accumulated contentious files, most notably \u201cthe Syrian refugee issue, Syrian deposits in Lebanese banks, and border control\u201d.<\/span><\/p>\n

For his part, Abu Al-Baraa stressed that \u201cthe Syrian government and relevant security agencies have taken a series of appropriate measures to confront these groups, in direct and prior co-ordination with Lebanese security services\u201d. He noted that Syrian authorities have reinforced border areas with additional military and security forces and raised readiness levels to counter infiltration or illegal crossings.<\/span><\/p>\n

Judicial framework and limits of security action<\/b><\/h2>\n

Malaeb also highlighted the legal framework governing security and judicial co-operation between the two countries, noting that \u201cthere is a judicial co-operation treaty signed between Lebanon and Syria in 1954, which stipulates the exchange of information and wanted individuals through direct judicial channels between public prosecutors in both states\u201d.<\/span><\/p>\n

He confirmed that \u201cany detainee in Lebanon who has committed an offence against the Lebanese Army is subject to trial and punishment within Lebanese territory and cannot be extradited, regardless of political considerations\u201d.<\/span><\/p>\n

Dr Akram Hossam linked the situation to broader shifts in regional balances in the Levant, arguing that \u201cthe decline of Iranian influence in favour of a growing Turkish role in northern Syria, the expansion of Israeli influence in the south, and the renewed American and French presence in Lebanon\u201d form a key backdrop to understanding current movements. He suggested these may be read as \u201cIranian attempts to reorganise its regional role and reduce the losses in influence it sustained over the past year\u201d<\/span><\/p>\n
