Syria\u2019s decision to grant official licensing to the Syrian Jewish Heritage Organisation has been described by government officials as an affirmation of equality among citizens regardless of religion, while researchers and cultural figures have called it \u201ca reconciliation with the self before history.\u201d The move has reignited a long-suppressed public discussion about Jewish presence in Syria, a subject largely absent from official discourse for decades. For some Syrian Jews in the country and the diaspora, the decision represents a long-awaited acknowledgment of a shared past; for others, it raises concerns that heritage may be instrumentalised politically, stripped of its living human memory, or reduced to stone monuments divorced from the communities that once animated them.<\/span><\/p>\n

The interim Syrian government announced that it had formally authorised the organisation, the first of its kind in the country, tasked with preserving and documenting the remaining cultural, religious and historical legacy of Syrian Jews, who for centuries formed an integral part of Syria\u2019s social fabric.\u00a0<\/span><\/p>\n

Minister of Social Affairs and Labour Hind Kabawat described the decision as \u201ca clear confirmation of the principle of equality among citizens regardless of religion.\u201d Yet the announcement immediately sparked debate among Syrians. Supporters viewed it as a symbolic act of reconciliation with Syria\u2019s plural past, while critics questioned whether the initiative was a genuine cultural opening or a carefully calibrated political gesture aimed at reshaping Syria\u2019s image at home and abroad.<\/span><\/p>\n

Memory Speaks \u2013 and Voices Diverge<\/b><\/h2>\n

From Paris, Esther Hezekiah, a Syrian Jew living in the diaspora, told <\/span>+963<\/b> that the news stirred a profound sense of recognition and belonging. \u201cFor the first time, it feels like someone remembers us,\u201d she said. \u201cWe were forced to leave Syria, but Syria never left our hearts. I hope this organisation becomes a real bridge to reconciliation with the past.\u201d<\/span><\/p>\n

Hezekiah stressed that recognising Jewish heritage should not be read through a political lens. \u201cThis is about reviving a human memory erased by fear, war and silence. Jewish heritage in Syria is Syrian heritage \u2013 it is not \u2018Israeli\u2019 heritage. Protecting it strengthens our collective, plural identity.\u201d<\/span><\/p>\n

A more cautious perspective came from Eli Mizrahi, a Syrian-Jewish researcher based in Brussels, who emphasised that Jewish history in Syria spans more than two millennia. \u201cHeritage does not live in stones alone \u2013 it lives through people,\u201d he said. \u201cThe Jewish community inside Syria has almost entirely disappeared. That makes preservation more complex. Most of those who care deeply about this heritage today live outside the country.\u201d<\/span><\/p>\n

Mizrahi warned that without careful safeguards, the initiative could become a site of contested narratives. \u201cWho will tell the story? Who ensures that this step does not turn into a political tool? Preserving synagogues and cemeteries is important, but heritage without its people risks becoming an empty shell.\u201d<\/span><\/p>\n

A Long-Absent Heritage Returns to Public View<\/b><\/h2>\n

Jewish presence in Syria once shaped entire neighbourhoods \u2013 from the historic Jewish Quarter in Damascus to Jewish districts in Aleppo and commercial hubs such as Ezra Market in Qamishli. However, following the creation of Israel in 1948, regional tensions, restrictions on movement and later political pressures led to successive waves of emigration, particularly during the 1960s and 1990s. Today, only a handful of Jews are believed to remain in the country, alongside synagogues, cemeteries and manuscripts, many of which have suffered neglect or damage during years of conflict.<\/span><\/p>\n

Social historian Saleh Khair al-Din told <\/span>+963<\/b> that licensing the organisation could open the door to documenting and restoring these sites as part of Syria\u2019s national cultural memory. He argued that the timing is significant. \u201cThis step reflects an official attempt to re-present Syria as a pluralistic society after years of war and isolation,\u201d he said. \u201cIf Syria is serious about turning the page, protecting the heritage of all its citizens \u2013 including Jews \u2013 is a necessary starting point.\u201d<\/span><\/p>\n

Writer and researcher Lilius Murad echoed this view, calling the move \u201ca reconciliation with ourselves before it is a reconciliation with history.\u201d He added, \u201cSyrian Jews were never outsiders. Acknowledging their heritage is an acknowledgment of who we are as Syrians. Diversity was never a weakness here \u2013 it was a source of creativity and resilience.\u201d<\/span><\/p>\n

Heritage as a Sensitive Arena<\/b><\/h2>\n

Others, however, remain sceptical. Heritage researcher Abdulkarim Al-Mahmoud argued that the problem lies not in the idea itself but in its implementation. \u201cHeritage cannot be managed by decree alone,\u201d he said. \u201cIt requires genuine cultural independence and community engagement.\u201d He questioned how the state would frame the historical relationship between Syria and its Jewish population, and whether a clear distinction would be maintained between Judaism as a religion and Zionism as a political movement.<\/span><\/p>\n

Novelist Hanna Jibran warned against selective memory. \u201cCulture cannot be rebuilt through symbolic gestures alone,\u201d he said. \u201cIf Jewish heritage is highlighted while other endangered cultural legacies remain neglected, the initiative risks appearing performative rather than transformative.\u201d<\/span><\/p>\n

Jibran stressed that preserving heritage means confronting uncomfortable truths as well as celebrating coexistence. \u201cMemory cannot be curated according to political convenience. Protecting Jewish heritage must go hand in hand with protecting Christian, Islamic and other cultural legacies \u2013 because they all tell the same story: the story of the Syrian human experience.\u201d<\/span><\/p>\n

Culture as a Gateway Out of Isolation<\/b><\/h2>\n

The decision has also been widely interpreted as carrying political symbolism. Some observers see it as a message to the international community, particularly Western governments and cultural institutions, signalling a shift toward openness and inclusivity during Syria\u2019s transitional phase.<\/span><\/p>\n

Political analyst Najm Al-Abdallah told <\/span>+963<\/b> that the move represents a break with decades of conflating Jewish religious heritage with the Arab\u2013Israeli conflict. \u201cThe timing is not incidental,\u201d he said. \u201cSyria is in the process of redefining its national narrative after more than a decade of war. This step reinforces a discourse of \u2018unity through diversity\u2019 and seeks to reposition Syria internationally.\u201d<\/span><\/p>\n

Whether the initiative is read as external messaging or internal reconciliation, al-Abdallah argued that it underscores a broader truth \u2013 that culture can sometimes move faster than politics in rebuilding trust and reopening dialogue.<\/span><\/p>\n

What Comes Next?<\/b><\/h2>\n

According to a source in the Ministry of Social Affairs and Labour, speaking on condition of anonymity, the organisation\u2019s initial mandate will focus on documenting remaining Jewish sites \u2013 including synagogues, cemeteries and historic homes \u2013 many of which have been damaged or neglected. The plan also includes collecting oral histories from Syrian Jews abroad, digitising manuscripts and archives, and organising exhibitions and conferences on Syria\u2019s multi-religious heritage.<\/span><\/p>\n

Yet major questions remain unresolved. The organisation\u2019s funding, degree of independence and ability to engage meaningfully with the Syrian Jewish diaspora are still unclear.
