In recent days, Iraq found itself at the centre of a political storm. The country\u2019s official gazette briefly listed Lebanon\u2019s Hezbollah and Yemen\u2019s Houthi movement as terrorist organizations and froze their assets. On the surface, the move appeared to be a calculated step in line with Iraq\u2019s international obligations. But within 24 hours, the government backtracked, calling the publication \u201ca mistake\u201d and announcing a formal investigation into how it happened.<\/span><\/p>\n

This sudden reversal fuelled speculation and raised questions about decision-making in Baghdad. Political parties and armed factions saw the initial listing as a challenge to Iraq\u2019s regional principles, while others interpreted the slip-up as evidence of bureaucratic confusion \u2013 or even external pressure influencing sensitive decisions.<\/span><\/p>\n

According to political analyst Wathiq Al-Jaber, \u201cThis decision, whether intentional or not, was essentially an administrative error. The government has now formed high-level investigative committees to determine responsibility.\u201d He added that Baghdad quickly requested the removal of references to Hezbollah and the Houthis from the official record.\u00a0<\/span><\/p>\n

Al-Jaber told <\/span>+963<\/b> that Iraq has always aimed to balance its domestic politics with international expectations. \u201cThe country doesn\u2019t belong to any regional bloc,\u201d he said, \u201cbut it does have clear positions on issues like the resistance axis and the Palestinian cause.\u201d<\/span><\/p>\n

On the government side, officials scrambled to reassure the public that Iraq\u2019s stance toward the \u201cresistance axis\u201d remained unchanged. At the same time, they emphasized the need to maintain good relations with international partners and to protect the country\u2019s banking system from outside pressure. Government sources also noted that some actors were trying to exploit the episode for political gain, potentially targeting the Prime Minister.<\/span><\/p>\n

The ripple effects weren\u2019t confined to Iraq\u2019s borders. International observers questioned Baghdad\u2019s credibility in enforcing anti-terrorism laws, raising concerns that such sudden policy reversals could undermine trust with partner nations and global financial institutions.<\/span><\/p>\n

Internal Politics and the Limits of Governance<\/b><\/h2>\n

Al-Jaber noted that Iraq\u2019s official position hasn\u2019t changed, citing the constitution, which clearly criminalizes both extremist groups and unauthorized armed activity. \u201cWhat happened may partly reflect internal political battles, even attempts to undermine the Prime Minister,\u201d he said, \u201cbut Iraq\u2019s stance on these issues remains firm.\u201d<\/span><\/p>\n

He added that control over armed groups remains a domestic issue and that preventing them from influencing regional affairs is essential for maintaining Iraq\u2019s non-aligned posture. \u201cIraq seeks normal relations with its neighbours and international partners without automatically aligning with Iran or any other power.\u201d<\/span><\/p>\n

A Political Manoeuvre Gone Wrong<\/b><\/h2>\n

Lebanese-based journalist Wasim Janbein described the government\u2019s explanation \u2013 calling the listing a clerical or administrative error \u2013 as \u201can underestimation of public awareness.\u201d He argued that such a sensitive decision could not have passed through bureaucratic channels unnoticed.<\/span><\/p>\n

Janbeen suggested that the initial decision may have been an attempt at \u201cpolitical taqiya\u201d; a precautionary gesture toward international actors like the United States or the Financial Action Task Force (FATF) to safeguard Iraq\u2019s banking system. But the backlash from armed factions and political groups forced the government to reverse course within 24 hours, spinning the incident as a \u201ctechnical error\u201d to save face.\u00a0\u00a0<\/span><\/p>\n

\u201cThis episode sent a clear signal,\u201d Janbeen explained. \u201cIraq\u2019s terror lists are subject to parliamentary politics and factional bargaining, not purely to security considerations. Any future freeze of assets or designations will now be scrutinized more heavily by both domestic and international observers.\u201d<\/span><\/p>\n

He concluded that the reversal reinforced Iraq\u2019s role as a state where internal and external pressures constantly collide. \u201cWhat appears to be a simple administrative slip is really a reflection of Iraq\u2019s delicate balancing act \u2013 between international expectations, domestic political realities, and the influence of regional powers.\u201d\u00a0<\/span><\/p>\n
