Through this visit, France seeks to reaffirm its commitment to Lebanon\u2019s stability and sovereignty amid overlapping political, economic and security pressures \u2013 particularly the ongoing tension along the southern border and the efforts to uphold the fragile ceasefire between Israel and Hezbollah.<\/span><\/p>\n

France\u2019s approach currently centres on reinforcing the Lebanese Armed Forces as the primary guarantor of domestic security and the sole authority entitled to bear arms. Paris is also pushing for respect for Lebanon\u2019s territorial sovereignty and for curbing Israeli violations, all while avoiding any internal confrontation. In parallel, France is advocating an economic support track aimed at reforming Lebanese state institutions and stabilising the financial and banking sectors, alongside a political engagement strategy designed to unify decision-making and advance long-stalled reforms.<\/span><\/p>\n

Filling the French vacuum<\/b><\/h2>\n

Zakaria Othman Mohammed, a political analyst and expert in Arab and international relations at Egypt\u2019s Al-Ahram Foundation, tells <\/span>+963<\/b> that Le Drian\u2019s visit represents France\u2019s attempt to fill the vacuum it left in Syria \u2013 a space now occupied by Gulf actors, regional powers and, at times, larger international players such as the United States and Russia.\u00a0<\/span><\/p>\n

He adds that France is now clinging to Lebanon as its final outpost in the Middle East after losing its previous one in Syria. Yet there is no clear French strategy to offset this loss, especially as the balance of power leans heavily towards the United States, whose President successfully negotiated the ceasefire between Hezbollah and Israel.<\/span><\/p>\n

Dr Hamed Mahmoud, head of the Iran and Gulf Studies Unit at the <\/span>Arab Centre for Political and Strategic Studies<\/span><\/a>, similarly explains to <\/span>+963<\/b> that Le Drian\u2019s visit is significant because it comes after a notable French retreat from Lebanon\u2019s political scene. Since the election of President Joseph Aoun and the formation of Tammam Salam\u2019s government, Paris had adopted a lower profile. During a year marked by clashes between Hezbollah and Israel, assassinations of party figures and a fragile truce, France\u2019s limited engagement was seen as a political misstep. Israeli violations continued, while Hezbollah\u2019s ability to respond diminished.<\/span><\/p>\n

Mahmoud notes that the visit takes place in a highly entangled landscape; neither fully stable nor openly at war, while the Lebanese state attempts to de-escalate and maintain negotiation channels with international support. This context put the Lebanese file at the top of Le Drian\u2019s agenda during his meetings in Beirut.<\/span><\/p>\n

Othman adds that France faces fierce competition from regional powers like Qatar, Saudi Arabia and Iran, as well as international actors, each seeking to shape Lebanon\u2019s political trajectory and reap the resulting influence. France, he argues, is determined not to relinquish its last foothold in the region \u2013 Lebanon. Its leverage lies primarily in supporting Lebanon\u2019s institutions, especially the presidency under Joseph Aoun and, to a lesser extent, the parliament.<\/span><\/p>\n

Considering its shrinking influence in Syria, France is doubling down on Lebanon by backing state institutions, pressing for Hezbollah\u2019s disarmament and aiming to consolidate the ceasefire with Israel. It is simultaneously pushing for economic and banking reforms that might restore a degree of stability. Yet Washington and Moscow continue to constrain France\u2019s room for manoeuvre.<\/span><\/p>\n

Le Drian\u2019s visit is therefore seen as an attempt to launch a new phase for France\u2019s role in Lebanon. Paris understands that failure risks the loss of its final strategic point of leverage in the Middle East. It has escalated political, military and economic initiatives to counterbalance the expanding influence of the United States, whose recent diplomatic successes in Gaza and along the Lebanese border have shifted the regional landscape. France views sustained engagement as essential both for preserving its influence and for shaping a coherent strategy to address Lebanon\u2019s deepening crises.<\/span><\/p>\n

Lebanon\u2019s security challenge and the army\u2019s limits<\/b><\/h2>\n

According to Mahmoud, Le Drian\u2019s trip aims to reassess the progress made in placing all weapons under state authority \u2013 a central French priority, especially as Paris seeks to rebuild its influence following setbacks in Africa. But these ambitions have met firm Lebanese resistance, particularly from President Joseph Aoun, who maintains that the army is fulfilling its duties despite limited resources and an uneven balance of power with Hezbollah.\u00a0<\/span><\/p>\n

He stresses that the Lebanese army, though responsible for deployment across the south, cannot realistically confront Hezbollah or repel Israeli incursions. Any demand for an expanded military role goes beyond the army\u2019s practical capacity.<\/span><\/p>\n

The army faces a complex dilemma. President Aoun has insisted on responding to Israeli violations, particularly after a ground incursion that killed a municipal worker and a subsequent Israeli strike near Baabda Palace. Yet the army remains constrained \u2013 pressured politically to impose control, but militarily unable to engage Israel or armed Lebanese factions such as Hezbollah.<\/span><\/p>\n

France believes that monitoring the ceasefire mechanism is essential before any new support is offered. Paris therefore requested detailed data from Le Drian on the army\u2019s deployment and its implementation of UN Resolution 1701. France sees the appointment of Ambassador Simon Karam to lead Lebanon\u2019s delegation in the \u201cmechanism\u201d framework as a positive step that helps unify the Lebanese position, despite Hezbollah\u2019s objections. Still, Paris remains concerned about incomplete Lebanese compliance.<\/span><\/p>\n

Mahmoud argues that France\u2019s expectations are often unrealistic, tying military assistance to conditions beyond the army\u2019s numerical and logistical capacity. Although France has softened some of its requirements after gaining a clearer understanding of Lebanon\u2019s limitations, several core principles still guide its approach. First, France believes that any escalation on the southern front could collapse the fragile ceasefire between Hezbollah and Israel \u2013 and that Lebanon\u2019s stability hinges on the government\u2019s ability to assert control. Second, Paris aims to shield the Lebanese army from drifting into open conflict, especially as southern tensions drive demands for greater international oversight. Third, France sees improved clarity and transparency between Paris and Beirut as essential for managing responsibilities and expectations. Fourth, France believes that maintaining the ceasefire mechanism without interruption is the only viable path to preventing a slide into deeper conflict.<\/span><\/p>\n

Mahmoud concludes that France views Lebanon as a cornerstone of its historic regional presence \u2013 a role reinforced after the Beirut port explosion, even amid exaggerated calls for a renewed French mandate. Today, Paris pursues three parallel strategies: diplomatic pressure to ensure Lebanese adherence to a defined security roadmap, technical adjustments to the monitoring mechanism, and separating military support from domestic political disputes to prevent the army from becoming a bargaining chip.<\/span><\/p>\n

Ultimately, Paris argues that its pressure is not intended to weaken Lebanon, but to protect the country from internal and external collapse \u2013 while safeguarding France\u2019s last remaining influence in a volatile region.<\/span><\/p>\n
