A year after the fall of Bashar al-Assad\u2019s regime, Syria finds itself on the threshold of a new political phase, marked by sensitivity and complexity. The transitional government is working to shape the contours of the future political system while facing deep internal and external challenges. The landscape is intertwined with the provisional constitution, national dialogue, the reconfiguration of international relations, and the search for mechanisms of transitional justice, creating a complex political tableau accompanied by widespread criticism regarding the lack of inclusivity and tendencies toward the concentration of power.<\/p>\n

In a pivotal institutional step, the transitional government approved an \u201cInterim Constitutional Declaration\u201d to serve as the governing framework during the initial years following the previous regime. This step represented one of the most significant institutional achievements of the transitional phase, defining the system\u2019s structure, the authorities\u2019 roles, and the mechanisms for issuing legislation.<\/p>\n

However, the declaration sparked a wave of criticism for several reasons, primarily the absence of a participatory process in its drafting. Large segments of society questioned the legitimacy of the committee that prepared it and criticized the extensive powers granted to the interim president, reminiscent of the previous era\u2019s concentration of authority. The declaration also failed to provide sufficient guarantees for the participation of minorities, particularly Kurds, Syriacs, and Druze, in any permanent political system, while provisions regarding decentralization and local administration remained vague, prompting regional forces to perceive it as diminishing Syria\u2019s diversity. Nevertheless, the government managed to establish a legal foundation for managing state institutions, even if it did not succeed in building genuine national consensus around it.<\/p>\n

On the political dialogue front, the interim authority launched a broad national dialogue aimed at discussing Syria\u2019s future and drafting the foundations of the forthcoming constitution. It began with significant media and political momentum, and committees were formed to represent all segments of Syrian society. Yet, this dialogue quickly faced obstacles, including the refusal of large segments of the traditional opposition to participate due to disagreements over representation criteria, the exclusion or neglect of civil groups and political elites who played pivotal roles during the war, and the dominance of forces close to the transitional authority on key committees. These issues raised concerns about the reproduction of an exclusive authority. Ultimately, the dialogue failed to produce a unified political document or a clear roadmap for a permanent constitution. Consequently, the dialogue remained an incomplete step, becoming a new symbol of the political crisis rather than a path to resolve it.<\/p>\n

Credibility Test <\/strong><\/h2>\n

To address the legacy of violations, a National Commission for Transitional Justice and Missing Persons was established to investigate crimes, uncover the truth, and provide compensation. This step received public approval after years of violence and abuse. However, progress faced major challenges, including limited technical and financial resources, the absence of independent political protection, and doubts about the commission\u2019s ability to hold powerful figures accountable. The integration of former armed groups into security institutions without sufficient scrutiny heightened concerns among victims, compounded by lengthy and complex procedures and the commission\u2019s lack of executive tools on the ground. The government faced criticism for its cautious handling of the file, with some perceiving a preference for \u201csecurity stability\u201d over accountability, jeopardizing the prospects of national reconciliation.<\/p>\n

The issue of ethnic and religious components remains one of the most sensitive files. After the regime\u2019s fall, various demands emerged regarding political representation, self-administration, and the protection of cultural rights. Despite government promises to build a civic state, significant challenges persist, including ongoing tensions between Kurdish forces and the government over the shape of decentralization in the northeast, concerns among Christian and Druze communities about the absence of constitutional arrangements safeguarding their specificities, and feelings among marginalized regions that the transitional authority is recentralizing decision-making in the capital.<\/p>\n

On the international front, the new Syria opened political channels that had been closed during the war years. Arab and Gulf countries began sending official delegations, and communication with Western countries was initiated to support reconstruction. Yet this path faces several complications, including international support conditioned on deep political reforms, particularly regarding human rights and societal representation, major powers waiting for greater clarity in domestic power balances before providing broad economic support, and the ongoing influence of Russia and Iran, requiring renegotiation of previous agreements, making regional balances fragile.<\/p>\n

A year after the regime\u2019s fall, the country has achieved some foundational steps, such as establishing an interim constitutional framework, initiating political dialogue, laying the groundwork for transitional justice, and gradually restoring international relations. However, these achievements have been accompanied by broad criticism, focusing on the lack of genuine inclusivity in decision-making, centralized authority versus weak popular participation, the slow pace of justice, fragile political management of diverse issues, and weak trust between the government and society, particularly among ethnic and religious components. The Syrian political scene remains in its early stages, and the path ahead will determine whether Syria can build a modern state that accommodates everyone or whether the transitional phase will turn into a missed opportunity, deepening divisions and tensions.<\/p>\n

Syria Between Risks and Hope <\/strong><\/h2>\n

Ahmed Aqil Kalash, a political activist based in Idlib in northwestern Syria, told +963 in an exclusive interview that the country, even a year after Assad\u2019s fall, is proceeding very cautiously toward building a state based on real institutions.<\/p>\n

He added, “We are still taking careful steps toward establishing the Syrian state as recognized internationally,” noting that this includes building legal institutions, creating a true separation of powers, and ensuring institutional coordination.<\/p>\n

The activist emphasized that the goal should be to establish the rule of law and implement it across all of Syria, granting political leadership genuine popular legitimacy that goes beyond the authority it gained from leading the \u201caggression deterrence operation\u201d that started in Idlib and reached Damascus.<\/p>\n

Kalash pointed out that this military operation, which lasted only eleven days, represented a moment of both joy and tears for Syrians, signaling liberation from Assad’s \u201chellish killing machine” and closing a bitter chapter of tyranny and crime.<\/p>\n

He added, “The eyes and hearts of Syrians are looking toward a new future that breaks with this painful period in modern Syrian history,” expressing hope that the Syrian people will regain national cohesion, rebuild their social contract, and elect a national authority to construct a modern Syrian state.<\/p>\n

Kalash noted that progress remains uneven a year after the former head of state fled. Popular action still lacks a clear vision of what is required, while the political leadership seeks external legitimacy and sufficient support for reconstruction.<\/p>\n

He explained that challenges remain significant, particularly with unresolved conflicts between the central authority in Damascus and the eastern and southern regions, especially Sweida, in addition to the suffering of millions of displaced and internally displaced persons who continue to live in camps under harsh and complex conditions.<\/p>\n

Kalash concluded, “There is no doubt that the legacy is immense, and no authority can address it alone without popular and international support, including from the United Nations,” urging the transitional authority to expand public participation and provide a clear, transparent, and realistic roadmap for all Syrians.<\/p>\n
