President Ahmad Al-Sharaa formed a transitional government of 23 ministers in late March, shortly after issuing the constitutional declaration, marking the first government following the fall of Bashar al-Assad\u2019s regime. Officials describe this as a new phase for Syria, focused on opening to the region and the world, while building policies based on balance rather than alliances. However, this new direction faces major challenges, especially given cautious Western engagement and the initial lifting of economic sanctions ahead of reconstruction efforts.<\/span><\/p>\n

A Complex Path<\/b><\/h2>\n

Amid this complex path, Syria has gradually begun to restore its international position, yet it continues to face significant internal issues and remains a battleground for regional and international influence. Full reintegration into the international community faces many obstacles, including delays in reaching a security agreement with Israel, ongoing military incursions, and what media reports describe as a real conflict with Turkey, which wields considerable influence in northern Syria and maintains strong ties with the transitional government. Russia maintains two bases on the coast and retains military and economic agreements from the previous regime.<\/span><\/p>\n

Following a series of regional visits to Saudi Arabia, Turkey, the UAE, and Qatar, and hosting delegations including US Assistant Secretary of State for Near Eastern Affairs Barbara Leaf, French Foreign Minister Jean-No\u00ebl Barrot, and German Foreign Minister Annalena Baerbock, President Al-Shar\u2019 met US President Donald Trump in Saudi Arabia in May. Trump announced the lifting of sanctions on Syria, marking a significant step toward re-establishing relations with the West and moving away from alignment solely with the Eastern bloc.<\/span><\/p>\n

After visiting Moscow in mid-October to meet President Vladimir Putin and affirm commitment to existing agreements with Russia, Al-Sharaa travelled to Washington on 9 November. His meeting with Trump was described as a \u201chistoric step\u201d toward restoring Syria\u2019s international standing, including Syria\u2019s formal inclusion in the international coalition against ISIS and preliminary discussions on a security agreement with Israel, which US officials consider essential for implementing Trump\u2019s Middle East vision.<\/span><\/p>\n

Struggle for Influence<\/b><\/h2>\n

\\Analysts note that Al-Sharaa\u2019s engagement with the United States serves tactical and strategic goals, such as lifting sanctions and negotiating a long-term peace agreement with Israel to strengthen his government\u2019s position. However, these efforts risk intensifying regional and international power struggles on Syrian soil, as the country lacks the leverage to build a foreign policy strictly based on balance, making Syrian diplomacy closely watched for indications of progress.<\/span><\/p>\n

Political Repositioning<\/b><\/h2>\n

Hassan Faraj, a political scientist and defence strategist based in France, says Damascus is at a critical stage of diplomatic repositioning. \u201cDespite military and political achievements, the regional and international system is complex, and Syria cannot expect rapid breakthroughs. Key factors include relative internal stability, limited territorial control, challenges of national reconciliation, reconstruction in the face of scarce resources, and securing regions still outside full government control, such as the south and the eastern Euphrates.\u201d<\/span><\/p>\n

Faraj explains that \u201cthe continued presence of armed groups outside state authority creates internal instability, directly affecting the government\u2019s ability to pursue more independent foreign policies. Syria seeks to activate its regional networks after years of isolation, focusing on political and security partnerships with Turkey, easing tensions with Iran and Lebanon, adopting a non-confrontational stance toward Hezbollah, cooperating with Iraq and Jordan, and reopening ties with Gulf states, especially Saudi Arabia and Qatar, to reintegrate into the Arab system, while maintaining dialogue with Egypt.\u201d<\/span><\/p>\n

Challenges of Steering International Relations<\/b><\/h2>\n

Marco Saad, a researcher on international relations at the Middle East Policy Institute, states, \u201cSyria emerges from a war that destroyed infrastructure, the economy, and international ties, heavily influenced by Iran and Russia. The new transitional government faces difficulties managing foreign relations without mistakes, but it is attempting a balanced approach with both the US and Russia. Syria now has more recognition in the UN and increasing international acceptance, with sanctions lifted except for the Caesar Act, which is also expected to be removed.\u201d<\/span><\/p>\n

Saad adds, \u201cRelations with the international community still face obstacles. The West, particularly the US, remains cautious regarding the new government\u2019s commitment to minority rights, human rights, political restraint, and the rule of law. Nonetheless, they see support for the government as the only path to establishing a new civilian state based on legal sovereignty.\u201d<\/span><\/p>\n

Regional and Strategic Dimensions<\/b><\/h2>\n

As Syria seeks to redefine its role internationally, its relationship with Israel and a potential security agreement are central, amid Israeli occupation of certain regions post-regime collapse. Damascus insists on withdrawal and a return to the 1974 disengagement agreement, while the US pushes for a broader agreement. Faraj notes that the prospects of a peace agreement remain limited in the short term, given the centrality of the Golan issue and the difficulty of internal perception of concessions. Nevertheless, regional settlements like the Abraham Accords may pressure Damascus to reconsider if linked to major gains, such as reconstruction and sanctions relief.<\/span><\/p>\n

Faraj explains, \u201cTrump and Al-Sharaa meetings reflect a new phase but are still exploratory rather than a stable partnership. The US sets conditions such as counterterrorism, removal of foreign fighters, steps toward normalization with Israel, and human rights improvements. Opportunities for a comprehensive strategic relationship remain limited. Meanwhile, talks with Russia point toward a more balanced relationship based on mutual interests, not dependence, while maintaining high levels of military cooperation, including joint operations in southern Syria.\u201d<\/span><\/p>\n

Marco Saad stresses, \u201cInternational recognition and foreign relations are crucial for the new government to perform its duties while safeguarding Syria\u2019s interests. This also supports reconstruction efforts, albeit according to international interests, as every country seeks its own benefits.\u201d<\/span><\/p>\n

The outcomes of Syrian diplomacy remain closely watched. Despite the government\u2019s momentum since the fall of the regime and its formation, challenges remain, including the Caesar Act sanctions and the absence of substantial foreign investment. These hurdles continue to impact the economy, notably the low value of the local currency against foreign currencies, complicating reconstruction and development prospects.<\/span><\/p>\n
