In an unprecedented step in more than a decade, Damascus is preparing on the fourth of December 2025 to receive a full delegation of the fifteen representatives of the permanent and non permanent members of the United Nations Security Council, in an official visit with political and diplomatic implications that go far beyond customary protocol. The visit includes meetings with the Syrian interim president Ahmad al-Sharaa and a number of senior government officials, in addition to meetings with representatives of civil society organizations.<\/p>\n

According to what Ibrahim Hamidi, editor in chief of Al Majalla Magazine, revealed based on what he described as exclusive sources, Security Council members will visit Damascus in the first week of December and meet the Syrian interim president Ahmad al-Sharaa.<\/p>\n

He added that three files will be the focus of discussion during the visit. These are the appointment of a new UN envoy to Syria, the status of the UN mission there, and a new resolution regarding Syria.<\/p>\n

He also stated that there are consultations between the UN Secretary General Ant\u00f3nio Guterres and the representatives of the five permanent members of the Security Council regarding the appointment of a new envoy to Syria.<\/p>\n

He pointed out that the foreign ministers of the Arab Contact Group will hold a meeting with the participation of the foreign minister in the Syrian transitional government Asaad al-Shaibani on the sidelines of the Doha Forum scheduled for December 6 and 7.<\/p>\n

The visit comes within the context of UN efforts aimed at reinforcing stability in Syria and supporting reconstruction and sustainable development following the developments witnessed in the country since the formation of the transitional government at the end of 2024.<\/p>\n

It also follows the removal of the names of Ahmad al-Sharaa and the interior minister Anas Khattab from international sanctions lists. Several parties considered this step a sign of international confidence in the expected role of the new government in maintaining regional security and preparing suitable conditions for reconstruction.<\/p>\n

This coincides with the issuance of Security Council Resolution 2799 under Chapter Seven, which reaffirmed Resolution 2254 and emphasized the need to advance the political process under Syrian leadership and ownership.<\/p>\n

A historic visit <\/strong><\/h2>\n

Observers believe that this visit constitutes an exceptional political event, as it is the first of its kind in years and represents a practical test of the international community\u2019s capacity to reengage the Syrian file in an organized manner.<\/p>\n

UN sources indicate that the visit aims to assess the security and humanitarian situation on the ground and to support efforts to halt attacks that threaten security and peace in Syria and the region, as well as to strengthen humanitarian aid mechanisms.<\/p>\n

The visit as recognition of a new reality and a regional message <\/strong><\/h2>\n

The independent diplomat Ezzat Baghdadi confirms in statements to +963 that the visit represents an unprecedented step carrying messages in multiple directions.<\/p>\n

He says this UN move does not fall within the routine protocol visits usually conducted to express a political stance. Rather, it represents recognition that the Syrian file has returned forcefully to the forefront of international attention, but from the angle of managing the new reality on the ground, not through traditional negotiation tracks.<\/p>\n

Baghdadi adds that the United Nations seeks through this visit to establish a new framework of engagement with the transitional authority without granting it full authorization. This reflects the international community\u2019s desire to closely monitor developments in the Syrian situation.<\/p>\n

He also notes that the initiative sends a clear message to regional powers about the need to regulate the paths of influence in Syria within a politically agreed ceiling.<\/p>\n

Baghdadi explains that the Security Council\u2019s role at this stage may be more decisive than before. He says the council now possesses tools that can be used to curb security deterioration and protect balances among international powers.<\/p>\n

He points out that the coming stage may witness three essential steps by the council. These are supporting security control through specific mandates, establishing rules of justice and accountability to prevent disorder, and supporting basic services as the cornerstone for building broad legitimacy in the country.<\/p>\n

Baghdadi concludes with a warning that the success of the visit depends on the ability of the international community to manage genuine coordination that takes into account the reality of multiple spheres of influence. He calls for joint management of resources and the launch of broad dialogue among local actors.<\/p>\n

An opportunity to return the Syrian file to the UN framework amid existing risks <\/strong><\/h2>\n

For his part, Dr. Ismail Turki, professor of international relations at Cairo University, states in remarks to +963 that the visit of the Security Council delegation constitutes a genuine political opportunity to reposition the Syrian file within UN mechanisms after years of unilateral policies.<\/p>\n

He explains that the visit signals a shift in the stances of major powers from a policy of isolation and sanctions to a policy of conditional engagement with the transitional authority, on the condition of linking this openness to clear mechanisms of accountability and political progress.<\/p>\n

Turki points out that the visit comes after the fall of the former regime and the formation of a transitional authority led by Ahmad al-Sharaa, along with gradual easing of sanctions on some officials.<\/p>\n

According to him, the visit aims to evaluate the security and humanitarian situation and to revive the role of the Security Council in supporting the transition phase.<\/p>\n

In an analysis of power dynamics within the council, Turki says that Russia and China have shifted from playing the role of symbolic supporters of the former regime toward practicing diplomacy of interests and practical stability in exchange for enhancing their influence through energy and reconstruction contracts. Meanwhile, the United States, France, and the United Kingdom show readiness for political engagement but under strict conditions related to human rights and constitutional progress.<\/p>\n

Turki believes the visit has direct regional implications, as it may contribute to reducing competition among regional powers and obligate influential players, including Turkey and Iran and the Gulf states and Israel, to interact with the UN track as the organizing framework for the coming phase.<\/p>\n

However, he warns that ongoing tensions, especially those related to Israeli actions inside Syrian territory, pose a serious threat to efforts to consolidate the transitional authority.<\/p>\n

Turki stresses the need to transform the visit into a clear time bound roadmap and an actionable plan. He warns that remaining limited to protocol messages will return the crisis to a state of stagnation.<\/p>\n

Conditions and dimensions of UN visits <\/strong><\/h2>\n

Security Council visits usually take place within a defined framework that includes prior formal coordination between the host state and the United Nations to determine the agenda, the presence of urgent security or political issues that require field follow up, efforts to strengthen stability and peace or assess complex humanitarian conditions, the implementation of UN resolutions that require direct monitoring, and logistical preparations and official invitations through UN channels.<\/p>\n

The visit to Damascus falls within this context as an attempt to reassess the situation on the ground and support the transitional path.<\/p>\n

Syria today stands at a decisive crossroads, as described by Baghdadi, while Turki sees the visit as a potential entry point to practical convergence among major powers in the Security Council.<\/p>\n

Between UN ambitions and local complexities, the visit on the fourth of December appears to be an immediate test of the international community\u2019s ability to transform words into concrete steps that help stabilize the situation and lay the foundation for a reconstruction phase based on a comprehensive political approach.<\/p>\n
