{"id":40346,"date":"2025-11-13T17:39:23","date_gmt":"2025-11-13T17:39:23","guid":{"rendered":"https:\/\/963media.com\/en\/?p=40346"},"modified":"2025-11-13T17:39:23","modified_gmt":"2025-11-13T17:39:23","slug":"austrian-prosecutors-charge-two-syrian-officers-with-torture-crimes","status":"publish","type":"post","link":"https:\/\/963media.com\/en\/13\/11\/2025\/austrian-prosecutors-charge-two-syrian-officers-with-torture-crimes\/","title":{"rendered":"Austrian Prosecutors Charge Two Syrian Officers with Torture Crimes"},"content":{"rendered":"<p style=\"text-align: justify;\"><b>Brussels<\/b><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Austria\u2019s public prosecutor has formally charged two former Syrian security officers with committing systematic torture between 2011 and 2013.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">According to judicial sources and lawyers representing victims, the accused are Major General Khaled al-Halabi (62), former head of State Security in the city of Raqqa, and Colonel Musab Abu Rukba (53), who served with the Criminal Security branch in the same province, <\/span><a href=\"https:\/\/www.nytimes.com\/2025\/11\/12\/world\/europe\/syria-security-official-indicted-war-crimes.html\"><span style=\"font-weight: 400;\">The New York Times<\/span><\/a><span style=\"font-weight: 400;\"> reported.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The paper said al-Halabi is now the highest-ranking former Syrian security official to face trial in Europe for war crimes.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Vienna Public Prosecutor\u2019s Office stated that the two officers are accused of committing \u201cserious violations of human rights\u201d, including torture and unlawful detention of dozens of civilians who took part in peaceful protests against the regime.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Investigations found that al-Halabi personally oversaw torture sessions inside his branch in Raqqa. Testimonies from 21 victims describe beatings and electric shocks, with some detainees saying they were interrogated inside al-Halabi\u2019s office.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">One of the key witnesses, according to The New York Times, is Dr. Obada al-Hamada, who was arrested in 2012 and beaten inside the same office. Another, lawyer Asaad al-Mousa, said he was detained twice for defending protesters before later encountering one of his torturers in a refugee camp in Austria.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>Read also: <a href=\"https:\/\/963media.com\/en\/08\/11\/2025\/fewer-syrian-asylum-seekers-in-germany-as-more-return-home\/#\">Fewer Syrian Asylum Seekers in Germany as More Return Home<\/a><br \/>\n<\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Reports indicate that al-Halabi fled Syria in 2013 and later reached France, where he was granted asylum with the help of agents from Israel\u2019s Mossad and Austria\u2019s intelligence services. He was then secretly resettled in Vienna.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Austrian authorities subsequently opened an investigation into five intelligence officers accused of \u201cabuse of office\u201d for aiding his escape. Four were acquitted due to insufficient evidence, The New York Times said.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">This is the first case of its kind in Austria against former officials of the Assad regime and follows similar trials in Germany and Sweden targeting ex-security personnel.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Analysts see the case as a major test of Europe\u2019s ability to prosecute Syrian war criminals, amid years of international deadlock over creating a special tribunal for Syria \u2013 especially as several suspects have sought refuge in Western countries under new identities or intelligence protection.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In June, a German court sentenced a Syrian doctor to life imprisonment for committing crimes against regime opponents in hospitals in Homs and Damascus, <\/span><a href=\"https:\/\/www.reuters.com\/world\/middle-east\/german-court-deliver-landmark-verdict-syrian-doctor-accused-torture-2025-06-16\/\"><span style=\"font-weight: 400;\">Reuters<\/span><\/a><span style=\"font-weight: 400;\"> reported.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Frankfurt Higher Regional Court convicted Dr. Alaa Mousa after a trial lasting more than three years, during which around 50 witnesses, victims and experts testified.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Mousa was accused of torturing detainees while working at a military hospital and other facilities between 2011 and 2012 \u2013 including performing surgery on a patient with a broken bone without adequate anaesthesia and attempting to sterilise prisoners.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Observers described the German verdict as \u201chistoric\u201d \u2013 one of the first significant international steps toward holding perpetrators of human rights abuses in the Syrian conflict accountable.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Mousa arrived in Germany in 2015 as an orthopaedic surgeon and was arrested in 2020 after Syrian refugees recognised him.<\/span><\/p>\n<p style=\"text-align: justify;\">\n","protected":false},"excerpt":{"rendered":"<p>Brussels Austria\u2019s public prosecutor has formally charged two former Syrian security officers with committing systematic torture between 2011 and 2013.
