The developments witnessed in Syria over the past decade have been pivotal in reshaping the parameters of this relationship, especially amid the broader geostrategic shifts transforming the Middle East and its security arrangements \u2013 particularly those involving Israel.<\/span><\/p>\n

Cairo views the stabilisation of Syria\u2019s internal affairs as essential to regional balance. It stresses the importance of fostering national unity under the framework of citizenship, seeing this as a pathway to sustainable stability and, by extension, a prerequisite for peace across the wider Middle East.<\/span><\/p>\n

Looking ahead, the future of Egypt\u2013Syria relations appear to rest upon delicate regional and international equations. Cairo seeks to calibrate its approach through carefully managed balances among competing actors, in a manner that upholds the integrity of the Arab state system and preserves national institutions as the backbone of regional order.<\/span><\/p>\n

Diplomatic Perspectives<\/b><\/h2>\n

Ambassador Hazem Khairat, Egypt\u2019s former envoy to Syria, told <\/span>+963<\/b> that ties between Cairo and Damascus remain of \u201cvital importance\u201d, directly impacting the strength and cohesion of the Arab world.<\/span><\/p>\n

He described Egypt and Syria as the \u201ctwo wings of the Arab nation\u201d, stressing that cooperation between them is a key pillar of regional stability. Yet he acknowledged that further steps were required from the Syrian side, noting that progress must be reflected through tangible actions rather than rhetoric to build mutual trust on solid foundations.<\/span><\/p>\n

Khairat also pointed to certain Egyptian reservations concerning Syria\u2019s internal situation, expressing hope that commitments would be translated into visible measures and that greater transparency would prevail. He urged Damascus to demonstrate goodwill, particularly in areas that hold priority for Cairo.<\/span><\/p>\n

While acknowledging that Syria had not yet done enough to improve bilateral relations, Khairat expressed optimism that conditions would evolve positively as Damascus gradually emerges from isolation and re-establishes ties with Arab states.<\/span><\/p>\n

He remarked: \u201cIt is true that some untimely statements have slowed the pace of rapprochement, but it remains essential to continue strengthening Egyptian\u2013Syrian relations. Our two peoples share a deep historical bond \u2013 we were once a single nation.\u201d<\/span><\/p>\n

Khairat further emphasised that Egypt still maintains some reservations, particularly regarding Syria\u2019s political structure and domestic governance. Preserving Syrian territorial unity, he said, is a top priority, along with fostering harmony among the country\u2019s diverse communities and preventing any form of discrimination or violence \u2013 responsibilities he sees as central to the Syrian state.<\/span><\/p>\n

He concluded that the improvement of ties between Cairo and Damascus depends on Syria\u2019s willingness to convert its promises into actions that demonstrate good faith. \u201cEgypt remains open to all Arab states and seeks relations based on cooperation and mutual respect,\u201d he said, \u201cbut achieving this requires genuine steps from both sides.\u201d<\/span><\/p>\n

Egypt\u2019s Position on Israeli Intervention<\/b><\/h2>\n

Commenting on Israeli military involvement in Syrian territory, Khairat affirmed that Egypt\u2019s stance is \u201cfirm and unequivocal\u201d: Cairo condemns any Israeli intervention in Syria, particularly the occupation of border villages and the Golan Heights.<\/span><\/p>\n

He reiterated that Egypt consistently calls for Israel\u2019s withdrawal from all Arab lands occupied since 5 June 1967, reaffirming Cairo\u2019s commitment to Syria\u2019s sovereignty and territorial integrity. \u201cEgypt will not abandon its support for the Syrian people in resisting any aggression that undermines their unity or independence,\u201d he said.<\/span><\/p>\n

Popular and Cultural Dimensions<\/b><\/h2>\n

In recent months, Syrian President Ahmad Al-Sharaa has repeatedly referred to the \u201chistoric and fraternal bonds\u201d between Damascus and Cairo, declaring that \u201cSyria and Egypt are two wings of a single Arab world \u2013 neither can rise without the other.\u201d<\/span><\/p>\n

During his recent visit to Riyadh, Al-Sharaa sparked debate by commenting that \u201cthe pace of development in Egypt remains slower than in the Gulf states.\u201d<\/span><\/p>\n

Syrian writer Ziyad Al-Reis told <\/span>+963<\/b> that the ties between the two countries are \u201cdeep-rooted and enduring\u201d, describing Egypt as the \u201celder brother\u201d in this relationship. He argued that the connection between the Egyptian and Syrian peoples has remained strong through all political changes, never reaching a point of rupture even during the Assad era.<\/span><\/p>\n

Al-Reis noted that despite tensions during the Syrian war, popular sentiment between the two nations remained warm. \u201cSyrians view Egyptians as brothers,\u201d he said, \u201cand have great appreciation for Egypt\u2019s hospitality towards the hundreds of thousands of Syrians who now live there as if in their own homeland.\u201d<\/span><\/p>\n

He added that relations are moving towards greater cooperation, especially during Syria\u2019s current phase of reconstruction. Egypt, he said, alongside other regional powers, recognises the importance of Syria\u2019s recovery and the re-establishment of its institutions and sovereignty.<\/span><\/p>\n

Although economic and tourism exchanges remain modest, Al-Reis anticipates visible improvement in the near future. \u201cI was in Damascus recently,\u201d he noted, \u201cand saw Egyptian goods in local markets \u2013 vegetables, fruits, and other products \u2013 a positive sign of renewed trade between the two countries.\u201d<\/span><\/p>\n

He emphasised that \u201cno one can force the peoples of Egypt and Syria apart. Their relationship is one of genuine fraternity that spans millennia, not a product of transient politics or economic conditions. It is an Arab brotherhood deeply rooted in the region\u2019s history.\u201d<\/span><\/p>\n

Al-Reis further pointed to several shared priorities \u2013 combating extremism, fostering regional stability, and addressing the Palestinian issue and the situation in Lebanon \u2013 noting that Egypt plays a leading regional role, particularly regarding Palestine.<\/span><\/p>\n

\u201cSyria,\u201d he concluded, \u201cwill not abandon its steadfast Arab positions. It will continue to stand by the Palestinian people alongside Egypt and other Arab nations seeking to end the occupation. The Egypt\u2013Syria relationship will remain a model of shared Arab destiny.\u201d<\/span><\/p>\n

Dr Khairi Omar, an Egyptian academic specialising in Middle Eastern affairs, explained to <\/span>+963<\/b> that Egypt\u2013Syria relations operate within three main contexts.<\/span><\/p>\n

\u201cThe first,\u201d he said, \u201cis the ongoing war in Gaza and its potential outcomes. This conflict is a major determinant of regional alignments. If developments move towards a peace settlement and the establishment of a Palestinian state, Egypt\u2019s priority will be to consolidate the agreements reached at Sharm El-Sheikh. Ensuring the success of such arrangements lies at the heart of Egyptian foreign policy.\u201d<\/span><\/p>\n

According to Omar, a successful settlement could pave the way for broader regional peace, serving as an entry point for safeguarding Egypt\u2019s strategic interests in the Levant.<\/span><\/p>\n

\u201cThe second context,\u201d he continued, \u201cis Syria\u2019s security situation. The state has yet to regain full coherence, with no clear policy for rebuilding the army or defining national security priorities. This uncertainty remains a key concern for Cairo, which places particular emphasis on clarifying the Syrian army\u2019s doctrine and addressing the issue of foreign fighters.\u201d<\/span><\/p>\n

\u201cThe third context,\u201d Omar explained, \u201cinvolves Syria\u2019s future foreign policy orientation. Historically, Syria was deeply engaged in the Arab framework and the concept of collective security, often maintaining close ties with Russia. The current landscape, however, suggests a growing alignment with American-led projects. The provisional government now appears to function, in part, as an instrument of US strategy to reshape the Middle East.\u201d<\/span><\/p>\n

For Egypt, Omar argued, Syria represents a strategic vacuum \u2013 an area whose instability and external entanglements make long-term confidence difficult. With Washington\u2019s influence expanding, Cairo remains wary that developments in Syria could increasingly fall under American control, potentially at odds with the interests of neighbouring Arab states.<\/span><\/p>\n
