The issue of foreign fighters in Syria represents one of the most complex challenges in the ongoing Syrian crisis, as it intertwines local, regional, and international dimensions. It has become a decisive factor in determining how the international community, particularly Western powers, engage with the Syrian interim government, including the potential lifting of sanctions, participation in reconstruction, reintegration into the international community, and the establishment of full diplomatic relations. However, the matter remains entangled, especially amid reports that thousands of such fighters remain in northwestern Syria alone.<\/span><\/p>\n

American Flexibility<\/b><\/h2>\n

<\/b> In mid-June, the United States announced its approval of a plan proposed by the Syrian interim government to integrate thousands of foreign fighters into the new Syrian army. The plan included the enlistment of 3,500 fighters into the 84th Division under the Syrian Ministry of Defense, most of them Uyghurs originating from China and neighboring countries. This marked a shift from Washington\u2019s previous insistence on excluding foreign fighters as a condition for lifting sanctions and normalizing relations with Syria.<\/span><\/p>\n

Interim President Ahmad al-Sharaa reportedly told Western interlocutors that failure to integrate these fighters into the army would drive them to join \u201cISIS\u201d or \u201cAl-Qaeda,\u201d according to Reuters. Nonetheless, thousands of foreign fighters remain outside the Ministry of Defense structure, operating independently, particularly in northwestern Syria. This was revealed in the recent clashes and tensions between the Internal Security Forces of the interim government\u2019s Ministry of Interior and the \u201cStrangers Battalion\u201d led by French national Omar Omsen.<\/span><\/p>\n

On October 23, clashes erupted between the Internal Security Forces and the \u201cStrangers Battalion,\u201d which includes French migrants, after the security forces launched an operation in the \u201cFrench Camp\u201d in Harem, Idlib countryside. The aim was to arrest Omar Omsen, accused of kidnapping a child and extorting her family financially, as well as to impose order on the camp, end the battalion\u2019s control, and prevent unrest from spreading to other areas. The Ministry of Interior stated that \u201cthe measures taken in the French Camp came in response to residents\u2019 complaints about serious violations they had suffered.\u201d The ministry later announced an agreement ending the clashes, surrendering heavy weapons, and referring the case to the Sharia judiciary under the Ministry of Justice, with mediators tasked with following up on Omsen\u2019s case.<\/span><\/p>\n

\n<\/strong><\/p>\n

The Number of French Fighters in Syria<\/b><\/h2>\n

<\/b> Following the clashes, the French Ministry of Foreign Affairs stated that \u201cthe pursuit of French fighters in Idlib is a matter that concerns the Syrian government.\u201d French media reports identify Omar Omsen as a French national who traveled to Syria in 2013 and joined \u201cJabhat al-Nusra,\u201d which later became \u201cHay\u2019at Tahrir al-Sham.\u201d He went on to form Firqat al-Ghuraba (the Foreigners’ Brigade) and became its leader, fighting alongside opposition factions. He also established the \u201cFrench Camp\u201d in Idlib\u2019s countryside, housing dozens of French fighters and their families. The camp is surrounded by high walls, equipped with surveillance cameras and alarm sensors, and operates under strict security protocols.<\/span><\/p>\n

Omsen was arrested by \u201cHay\u2019at Tahrir al-Sham\u201d in 2020 for attempting to establish an independent administration within their territories but was released in 2022. His case has reignited debate about the fate of French fighters in Syria, the French government\u2019s stance toward them, and the best approach to resolving this complex issue.<\/span><\/p>\n

According to French government estimates, between 700 and 1,000 French nationals are currently in Syria, most of whom arrived between 2012 and 2015. They joined Islamist factions, including \u201cHay\u2019at Tahrir al-Sham\u201d and \u201cISIS.\u201d Notable figures among them include Fabien Clain, Maxime Hauchard, and Omar Omsen, who continues to lead the \u201cStrangers Battalion\u201d in Idlib.<\/span><\/p>\n

A Deeply Complex Issue<\/b><\/h2>\n

<\/b> Syrian researcher and military expert Mohammad Abbas, based in Damascus, states that \u201cFrench fighters, like those of other nationalities, British, Belgian, Russian, Chechen, are part of the Syrian landscape, making the issue exceedingly complex, especially if they show signs of rebellion or maintain a jihadist ideology. Some of them even consider those who attempt to reintegrate them into normal life as apostates. This poses a serious and continuing problem.\u201d<\/span><\/p>\n

Abbas adds in remarks to <\/span>+963<\/b> that he \u201cdoes not believe the French government will repatriate these fighters. Those who wanted to rid themselves of them have already done so. They are now in Syria, holding citizenship and identity, which means France has effectively discarded them, including Omar Omsen. Paris prefers not to take them back. If asked about their fate, its position would likely mirror its stance toward ISIS detainees held by the Syrian Democratic Forces.\u201d He concludes that \u201cthe countries whose citizenship these fighters hold prefer to keep them in Syria or in detention, as they pose a threat to their homelands, to others, and to humanity in general.\u201d<\/span><\/p>\n

Syrian writer Hassan al-Nayfi, based in France, confirms to <\/span>+963<\/b> that \u201cthe issue of foreign fighters in Syria has become one of the most contentious globally. Yet there appears to be an undeclared approach devised by the Syrian government, which it presented to the administration of former U.S. President Donald Trump. It likely convinced him, given that his administration did not dwell on the issue of foreign fighters as a condition for lifting sanctions.\u201d<\/span><\/p>\n

He adds that \u201cthe Syrian government is handling the matter gradually, integrating cooperative foreign fighters into the army and state structures without granting them decisive influence, while isolating and marginalizing those who resist. This is exactly how it dealt with Omar Omsen\u2019s case, portraying his rebellion as an isolated incident rather than a reflection of the broader issue.\u201d<\/span><\/p>\n

Will France Repatriate Its Foreign Fighters from Syria?<\/b><\/h2>\n

<\/b> Al-Nayfi agrees with Abbas regarding the French government\u2019s position. \u201cSo far, French public opinion remains opposed to the return of nationals who joined jihadist organizations abroad. We have seen that the French government has shown little willingness to repatriate its citizens from Al-Hawl camp in northeastern Syria. It has also refrained from bringing back ISIS members of French origin detained by the Syrian Democratic Forces. This stance has not changed, though France might consider a collective repatriation deal if such an agreement were reached at a broader international level.\u201d<\/span><\/p>\n

French President Emmanuel Macron stated during his meeting with Syrian Interim President Ahmad al-Sharaa in Paris last May that \u201cterrorism remains an ongoing threat in Syria and the region, with ISIS still representing the greatest danger. France is committed to cooperating with the Syrian government in combating terrorism.\u201d Al-Sharaa reportedly affirmed that \u201cSyria will not be a haven for terrorist groups.\u201d<\/span><\/p>\n

Abbas stresses that \u201cif there were calls for the prosecution of French fighters, they could not be tried in Syria, since they might hold Syrian citizenship, new identities, and national numbers. France does not favor their return or prosecution, which makes the issue even more complicated.\u201d He notes that \u201cin the past, people from several countries, Greece, the Balkans, Turkey, Armenia, came to Syria and integrated well into society. However, the same cannot be guaranteed for foreign fighters who still embrace a jihadist mindset.\u201d<\/span><\/p>\n

Regarding the influence of Turkey and Russia on the presence or return of foreign fighters, Abbas observes that \u201cTurkey seeks to share or even dominate influence in Syria, while Russia, as a major power, has its own interests. There is an ongoing struggle among Russia, the United States, Turkey, and Israel in Syria, but its impact on the issue of foreign fighters remains unclear.\u201d<\/span><\/p>\n

Al-Nayfi adds that \u201cRussia and Turkey likely have limited influence on this matter unless the fighters in question are of Russian or Turkish origin.\u201d He emphasizes that \u201cFrench public opinion remains cautious toward the issue of French fighters, given the widespread confusion between various Islamist factions and their ideological loyalties. Many in France still fail to distinguish between ISIS and other Islamic groups, reinforcing public hesitation toward Islamist fighters in general.\u201d<\/span><\/p>\n

It is worth noting that the French government has conducted trials in recent years for returnees from Syria, mostly family members of jihadist fighters. French prosecutors have charged them with offenses such as participation in terrorist organizations, recruitment, financing, and child neglect. Many have received prison sentences and substantial fines.<\/span><\/p>\n
