Al-Fardan camp or (The French camp), located on a hilltop in the Harem area north of Idlib, close to the Turkish border, has recently turned into the scene of fierce clashes following a series of incidents that have reignited instability in one of northern Syria\u2019s most complex and sensitive regions. The camp, home to around 10,000 people including foreign fighters and their families \u2013 mainly French, Uzbek, and Chechen nationals \u2013 has become the focal point of a dangerous confrontation between Syrian security forces and foreign militants led by French national Omar Omsen, known as Omar Diaby, the commander of the Ghuraba Division.<\/span><\/p>\n

The crisis erupted when members inside the camp kidnapped the French child Maymouna Ferstai and her mother, an incident that triggered anger among residents and escalated quickly. Soon after, Uzbek groups joined the French fighters in solidarity, turning the area into a zone of sporadic armed clashes.\u00a0<\/span><\/p>\n

Colonel Khaled al-Mutlaq, a researcher in military and security affairs, told <\/span>+963<\/b> that \u201cthe immediate trigger came when Syrian Internal Security Forces tried to storm the camp and arrest Omar Omsen, who is accused of kidnapping and extortion.\u201d He added that Omsen\u2019s refusal to surrender and his incitement of his followers to fight \u201cturned the camp into a closed security enclave that threatens the stability of the entire region.\u201d<\/span><\/p>\n

During the operation, Syrian forces encountered fierce resistance from within the camp. Fighters used light and medium weapons to prevent the security units from entering, while Omsen reportedly used civilians as human shields and accused the authorities of orchestrating a \u201cWestern conspiracy against French jihadists\u201d. According to Colonel al-Mutlaq, \u201cThis camp is not simply a gathering of armed outlaws. It represents an international jihadist hub that includes fighters classified as terrorists by France and the United States. This gives the crisis an international dimension that makes both the security and political response highly sensitive.\u201d<\/span><\/p>\n

Wael Alwan, a researcher at <\/span>Jusoor for Studies<\/span><\/a>, said that the roots of this phenomenon date back to the early years of the Syrian revolution in 2011, when \u201ca strong ideological and jihadist mobilisation emerged in response to the sectarian mobilisation promoted by Iran in support of the former regime.\u201d Alwan explained that \u201cthe regime deliberately released a number of jihadists from Sednaya prison at the start of the revolution, aiming to distort the civil uprising and turn it into a religiously driven conflict.\u201d As a result, Syria became not only a political battleground but also a magnet for transnational jihadist ideologies from Europe, Central Asia, and Africa \u2013 eventually transforming Idlib into a hub for foreign extremist groups.<\/span><\/p>\n

As the clashes intensified, Uzbek and Chechen fighters announced their readiness to defend their \u201cFrench brothers\u201d, widening the scope of the fighting and heightening fears among local authorities. Colonel al-Mutlaq noted that \u201cthis solidarity among foreign fighters reveals a strong ideological network capable of forming sudden military alliances that threaten the balance of power inside Idlib.\u201d Alwan added that this was \u201cnot a new phenomenon, as foreign factions in Idlib, from the Ghuraba Division to the Turkistan Islamic Party, have long maintained divided loyalties and independent structures that hinder any national project or integration into future state institutions.\u201d<\/span><\/p>\n

Amid the escalating situation, Hay\u2019at Tahrir al-Sham (HTS) has chosen to remain a cautious observer. According to local sources, the group preferred not to intervene directly for fear of igniting a wider conflict. Alwan explained that \u201cthe relationship between HTS and other local factions has been evolving towards a more balanced civil administration, reflecting an attempt to transition from a factional framework to a state-like model. However, this process faces resistance from remaining jihadist groups that perceive such change as a threat to their ideological identity.\u201d\u00a0<\/span><\/p>\n

From a security standpoint, Colonel al-Mutlaq stressed that the French camp poses a dual challenge: \u201cIt hosts hardened foreign fighters and is situated in a sensitive geographical location near the Turkish border, making any large-scale operation risky for fear of creating tensions with Ankara or other international actors.\u201d He added that \u201cTurkey\u2019s presence in the area limits escalation options but simultaneously pushes for the dismantling of jihadist cells near the border to preserve regional stability.\u201d<\/span><\/p>\n

Security sources confirmed that the ongoing military operation targets Omar Omsen and his group specifically, avoiding harm to civilians and families in the camp. Colonel al-Mutlaq said, \u201cThe likely scenario is gradual containment and controlled dismantling \u2013 addressing criminal acts such as kidnapping and extortion rather than all-out confrontation \u2013 to weaken Omsen\u2019s control without sparking a broader conflict.\u201d Alwan added that \u201cthe state is currently following a flexible containment policy towards small jihadist factions, similar to the Harem Camp agreement, but remains prepared to act decisively when necessary to prevent one group\u2019s defiance from becoming a dangerous precedent.\u201d<\/span><\/p>\n

Alwan described the current stage as \u201ca complex transition from a factional phase to a stable state phase,\u201d emphasising that \u201cthe shift will not be smooth or rapid \u2013 it requires gradual adaptation and tactical flexibility to reach the strategic goal of ending the jihadist presence.\u201d Colonel al-Mutlaq agreed, saying that \u201cIdlib faces a structural security threat due to the persistence of transnational armed groups, making any effort to rebuild state institutions impossible without dismantling or relocating these entities.\u201d\u00a0<\/span><\/p>\n

Alwan concluded that \u201cthe international community now recognises that dismantling jihadist groups and integrating local factions into state structures is both a global demand and a domestic necessity \u2013 one that must proceed carefully to avoid turning integration itself into a future source of instability.\u201d<\/span><\/p>\n

The French camp in Idlib has thus evolved from an isolated settlement into a reflection of the wider struggle between the state-building project and cross-border ideological movements. While authorities continue efforts to restore order and dismantle extremist pockets without triggering open conflict, experts agree that Idlib\u2019s future will depend on its ability to manage this crisis with strategic caution and tactical flexibility \u2013 a long and delicate battle between the logic of the state and the persistence of militant ideology.<\/span><\/p>\n
