For some, this represents Syria\u2019s gradual return to its Arab fold; for others, it marks a pragmatic and symbolic engagement driven by shifting regional interests and guarded expectations.<\/span><\/p>\n

According to international relations researcher Mohammed al-Yemeni, speaking to <\/span>+963<\/b>, \u201cThe period between 2023 and 2025 witnessed a delicate diplomatic recalibration and changing regional calculations toward Syria.\u201d He notes that Syria\u2019s reinstatement to the Arab League in 2023 was a \u201creal test\u201d for Gulf capitals exploring whether Damascus could be reintegrated into the Arab system after years of rupture.<\/span><\/p>\n

Saudi Arabia played a central role in pushing for Syria\u2019s return under its policy of \u201ccontainment through engagement,\u201d while the UAE advanced through economic outreach. Qatar, however, maintained a conditional stance tied to political reform, and Kuwait opted for a wait-and-see approach.<\/span><\/p>\n

UAE: Political Backing with Security Reservations<\/b><\/h2>\n

The UAE has shown open political support but remains cautious. Experts note that Abu Dhabi prefers controlled stability over unpredictable change and conditions its economic partnerships on administrative reforms and anti-corruption measures.<\/span><\/p>\n

\u201cThe UAE is acting carefully,\u201d says Kaban, \u201cwhile competition among Gulf states \u2013notably Saudi Arabia, Qatar, and the UAE \u2013 for influence in post-war Syria remains a strategic factor.\u201d Bahrain, meanwhile, has taken a more openly supportive stance, highlighting reconciliation and dialogue. Manama hosted al-Sharaa in May 2025, reaffirming its commitment to backing the Syrian people in rebuilding state institutions.<\/span><\/p>\n

Arab Outreach Beyond the Gulf: Cairo, Amman, Baghdad, and Beirut Step In<\/b><\/h2>\n

The renewed engagement has extended beyond the Gulf to include Egypt, Jordan, Iraq, and Lebanon. These countries see Damascus\u2019s transition as a cautious step toward stability despite ongoing challenges.<\/span><\/p>\n

Cairo has focused on counter-terrorism and limiting external influence; Amman has prioritised border security and refugee management; Baghdad has sought coordinated security control; and Lebanon views cooperation with Damascus as a potential economic lifeline.<\/span><\/p>\n

Yet, as Kaban notes, \u201cMost Arab states are still waiting to see the direction of Gulf policy before committing to full normalisation.\u201d<\/span><\/p>\n

North African Watchfulness<\/b><\/h2>\n

North African states have responded with restraint. Morocco has opened cautious communications but stopped short of reopening its embassy. Algeria has maintained its long-held stance supporting non-interference and political solutions, while Tunisia remains concerned about returning fighters from Syria, conditioning engagement on resolving that issue.<\/span><\/p>\n

Shared Security Concerns Dominate<\/b><\/h2>\n

Across the Arab world, concerns over armed groups, cross-border smuggling, and humanitarian instability persist. Professor Hassan Abdullah al-Da\u2019ja told <\/span>+963<\/b> that \u201csecurity files such as weapons trafficking, drug networks, and militia activity shape the very foundation of Arab-Syrian relations.\u201d<\/span><\/p>\n

Between Old Promises and New Realities<\/b><\/h2>\n

The initial optimism of early 2025 has since given way to measured caution amid the Gaza conflict, rising Turkish\u2013Iranian tensions, and Syria\u2019s slow pace of reform. Yet dialogue continues; restrained but consistent.<\/span><\/p>\n

As Kaban summarises, \u201cSyria is no longer isolated, but it is not fully embraced either.\u201d For Arab and Gulf capitals, Damascus represents both a potential partner in regional stabilisation and a political gamble still under evaluation.<\/span><\/p>\n

By October 2025, relations remain defined by symbolic diplomacy, conditional support, and strategic patience \u2013 a balancing act between hope for normalisation and the reality of enduring mistrust.<\/span><\/p>\n
