This is one of the lowest rates applied to industrialists compared to Arab and global standards. The new system seeks to support the industrial sector and stimulate the national economy, which has been weakened by years of war and economic crises, while emphasizing partnership with Chambers of Industry and Commerce in shaping economic policies as part of a broader tax reform package.<\/p>\n

The decision comes as an attempt to revive an industrial sector exhausted by more than a decade of crises, leaving it facing two options: recovery or extinction. Yet between official optimism and expert caution, key questions arise about whether this decision alone can tackle the immense challenges of high production costs and chronic energy shortages. While the government aims to boost its financial resources, the new decision has become the focus of both industrialists and economists, as the coming months will reveal its true effects on the industrial sector and the state treasury. The question remains: will this tax become a catalyst for a more stable economy, or will it burden an already struggling sector? The answer will unfold with the industrial production wheel in the coming months.<\/p>\n

The Text and Objectives of the Decision <\/strong><\/h2>\n

The decision sets the income tax rate on industrialists\u2019 profits at 10 percent, following a series of amendments to the Syrian tax system. According to the official statement, the declared objective is to achieve greater tax equity, support state revenues during the reconstruction phase, and encourage a shift toward digitalization and transparency in tax collection.<\/p>\n

Barnieh revealed the features of the new tax system to local media. The key points include: \u201cReducing the industrialists\u2019 income tax to only 10 percent; abolishing the consumption tax starting in 2026; introducing a sales tax that allocates 25 percent of its proceeds to support industry and exports; full exemption for damaged industrial facilities until their rehabilitation; and forming a joint committee to review customs tariffs in line with industrialists\u2019 feedback.\u201d<\/p>\n

He stated, \u201cI believe the simplifications, facilitations, and tax exemptions will lead to higher revenues, as the industrial sector will become a true partner in the economic process.\u201d He emphasized that no future decision will be made without prior consultation with representatives of the industrial sector and that the government will not abandon any facility contributing to production and development.<\/p>\n

These remarks came during the annual general meeting of the Damascus and Rural Damascus Chamber of Industry, where Minister Barnieh announced that the tax rate for industrialists would be reduced to 10 percent under the new system, down from 34 percent previously.<\/p>\n

Mixed Reactions <\/strong><\/h2>\n

The government\u2019s decision to adopt a new tax system for industrialists seeks to balance production incentives with tax relief, while applying direct support mechanisms for industry and exports amid major economic and energy challenges. Government oversight, combined with private sector and expert involvement, will shape the development of tax policy aimed at achieving balance between national economic growth and the sustainability of Syrian industry. Officials affirmed that the decision follows extensive study and aims to strengthen the economy without overburdening industrialists, adding that the rate is \u201cappropriate and aligned with international standards.\u201d<\/p>\n

Syrian economic platforms, however, expressed concern that the decision could increase pressure on an already burdened industrial sector facing high production costs, energy shortages, and restrictions on imports and exports. They called for delaying implementation until economic conditions improve.<\/p>\n

Economists such as Dr. Mahmoud Ismail told +963 that despite the impact of war and sanctions, the Syrian industrial sector still possesses essential elements for economic recovery, including natural resources and a historically strategic location. He stressed that the new tax system should be accompanied by comprehensive strategies to develop industrial infrastructure, enhance financing, encourage talent, and create innovative solutions for the energy crisis. He also underlined the need to revive exports, which have dropped by 90 percent since 2011, through direct financial support such as allocating part of sales tax revenues, to enhance the competitiveness of Syrian products abroad.<\/p>\n

Industrialist Khaled al-Ali told +963: \u201cThe decision is part of ongoing tax reforms in Syria that aim to increase revenues amid a major budget deficit and growing reliance on external aid. It also coincides with the government\u2019s effort to regulate and integrate the informal sector into the formal economy.\u201d<\/p>\n

Al-Ali believes the decision may be a step toward correcting the tax system but warned that imposing new taxes without improving the business environment may fail to achieve the desired results. He called for parallel measures to combat corruption and simplify procedures.<\/p>\n

Conversely, industrialist Zuheir Abdul Moneim told +963: \u201cThe decision represents an important step toward organizing the relationship between the state and the industrial sector and stimulating this vital sector, which is a cornerstone of the national economy. For years, Syrian industrialists have suffered from fluctuating and unpredictable tax burdens that negatively affected investment and productivity. Setting a fixed 10 percent tax reflects the government\u2019s orientation toward simplifying the tax system and providing a stable environment that encourages industrialists to expand production, especially under current economic challenges.\u201d<\/p>\n

Academic Mohammad al-Aboush told +963 that this decision could encourage greater tax compliance due to its flexibility and transparency, which may improve state revenues that heavily depend on tax income to fund public services and development projects. Yet he cautioned that the challenge lies in industrialists\u2019 ability to comply amid difficult economic conditions and the potential effect on domestic product prices.<\/p>\n

According to al-Aboush, this step can be viewed as part of a broader strategy to reform Syria\u2019s tax system. The ministry must closely monitor implementation and provide sufficient facilitation for the industrial sector to face challenges and contribute effectively and sustainably to the national economy.<\/p>\n

Economist Dr. Hassan Murad stated, \u201cThe decision is positive in principle but not sufficient on its own.\u201d He explained that \u201cthe issue is not the tax rate itself but the method of calculating the taxable base. If taxes are assessed on hypothetical revenues without considering actual production costs, the rate alone becomes meaningless.\u201d<\/p>\n

Meanwhile, financial and administrative expert Dr. Hussein al-Obeid warned in statements to +963 that \u201csuccess depends on a broader context. The decision must be accompanied by concrete measures to ensure energy availability, combat administrative corruption, and simplify import and export procedures. Without such an integrated approach, the decision risks becoming an attractive slogan that fails to change harsh realities.\u201d<\/p>\n

International Standards: Where Does Syria Stand in Global Practice? <\/strong><\/h2>\n

Dr. Mohammad Al-Aboud told +963 that compared with international standards, \u201cthe average corporate tax rate worldwide, according to OECD (Organisation for Economic Co-operation and Development) data, is around 23 percent, making Syria\u2019s 10 percent relatively low and therefore attractive. As for value-added tax (VAT) and indirect taxes, most countries impose consumption taxes ranging between 15 and 25 percent. In Syria, although the industrial tax is separate, the accumulation of indirect taxes on inputs raises overall production costs. Furthermore, we also have the principle of \u201cability to pay,\u201d which is a fundamental principle of international tax justice, stipulating that the tax burden should be proportional to the taxpayer’s ability to pay. It is therefore essential to assess whether the Syrian industrial sector, in its current condition, can generate sustainable profits that allow it to pay 10 percent without undermining investment in rehabilitation and development. Regarding the principle of \u201ctransparency and certainty,\u201d international standards emphasize the need for clear and well-defined tax laws to avoid misinterpretation and corruption. The challenge in Syria lies in implementing this decision uniformly and comprehensively, away from administrative discretion.\u201d<\/p>\n

Al-Aboud cautioned that although a 10 percent rate appears low by global comparison, industrialists operate in a highly complex environment where \u201cprofit\u201d itself is a relative concept. Figures on the ground paint a grim picture: according to the Aleppo Chamber of Industry, production costs have risen by more than 500 percent since 2011. Prices of raw materials, both local and imported, are unstable, while transportation and manufacturing costs have soared. The energy crisis remains the most pressing issue. United Nations reports indicate that Syria still faces a 60\u201370 percent deficit in electricity generation compared to pre-2011 levels, forcing factories to rely on private generators that significantly raise the cost per kilowatt-hour compared to subsidized government power. In other words, energy expenses now account for 40\u201350 percent of total production costs in many industrial facilities. Moreover, domestic consumption is weak. Syrians\u2019 purchasing power has fallen to less than 30 percent of its former level, leading to a sharp contraction in the local market and limited sales returns, even if production continues.<\/p>\n

Al-Aboud concluded that the 10 percent tax decision in Syria is akin to administering a valuable medicine to a patient suffering from multiple chronic illnesses. It is a step in the right direction that may help revive the pulse, but the recovery of the industrial sector, the backbone of any economy, requires comprehensive treatment and deep structural reform to address chronic issues such as the energy crisis, corruption, currency collapse, and weak purchasing power. Success will depend on translating this decision into tangible policies felt on the factory floor and in workers\u2019 pockets; otherwise, it will remain mere ink on paper in a country burdened by crises that no single decision can resolve.<\/p>\n
