At the crossroads of internal stakes and external pressures, the March 10 agreement between the Syrian government and the Kurdish-led Syrian Democratic Forces (SDF) stands at a decisive turning point. While President Ahmad Al-Sharaa emphasizes that only a few months remain before the deal enters into force under U.S. sponsorship and Turkish approval, serious questions emerge about the parties\u2019 ability to overcome obstacles related to the Kurdish file, military integration, and regional and international balances.<\/strong><\/p>\n

Will the agreement serve as a gateway to unifying the country under a single state, or is it merely a transitional phase dictated by major powers and regional actors\u2019 interests? And how will Syria\u2019s new administration deal with the heavy legacy of divisions, marginalization, and power struggles left behind by the previous regime?<\/span><\/p>\n

Deadline by Year-End<\/b><\/p>\n

During a dialogue session in Idlib with academics, politicians, union leaders, and local notables, published last Saturday, Al-Sharaa noted that the SDF \u201chas expressed readiness to implement the agreement\u2019s terms,\u201d but warned that \u201csome of their practices on the ground differ from what was agreed in negotiations.\u201d<\/span><\/p>\n

Meanwhile, Syrian academic and politician Abdulbaset Sida told <\/span>+963 <\/b>that \u201cthe timeframe for implementing the agreement is set until the end of this year,\u201d adding that the deal \u201ccame under U.S. sponsorship and Turkish approval,\u201d and that both Damascus\u2019 and the SDF\u2019s calculations remain \u201clinked to regional and international agreements that reshaped the Syrian landscape and paved the way for Al-Sharaa administration\u2019s rise to power.\u201d<\/span><\/p>\n

Between Division and Unification<\/b><\/p>\n

The Syrian president stressed that \u201csome parties desire to divide Syria,\u201d but described these ambitions as \u201cpolitical dreams doomed to fail.\u201d He added: \u201cThose calling for division are like someone standing at a mountain edge, destined to fall into the valley below.\u201d He also accused Israel of trying to intervene directly in Suwayda province \u201cto weaken the Syrian state,\u201d affirming the government\u2019s commitment to \u201chold violators accountable.\u201d<\/span><\/p>\n

Sida commented that \u201cthe sacrifices of the Syrian people over fourteen years were decisive in thwarting division projects, as popular insistence on ending the Assad rule changed the balance of power, particularly concerning Iran\u2019s role in Syria and Lebanon.\u201d<\/span><\/p>\n

Agreements and Contacts Despite Violations<\/b><\/p>\n

Al-Sharaa noted that \u201cSyria faces a unification battle that should not be waged through combat,\u201d emphasizing that \u201cthe firm principle, locally, regionally, and internationally, is Syria\u2019s territorial unity and the monopoly of arms by the state.\u201d<\/span><\/p>\n

In this context, Sida explained that \u201cmutual accusations between the Syrian administration and the SDF over violations do not halt negotiations,\u201d noting that \u201cjoint committees continue their work, and practical understandings have been achieved in areas like Sheikh Maqsoud in Aleppo and the Tishreen Dam, along with undisclosed security and economic arrangements.\u201d<\/span><\/p>\n

Sida sees these accusations as \u201cpart of a point-scoring game to strengthen negotiating positions before key sponsors, namely Washington and Ankara, with Israel playing a minor role.\u201d<\/span><\/p>\n

Paris Meeting Cancelled, Moving to Damascus<\/b><\/p>\n

Syrian Foreign Ministry official Qutaiba Idlibi stated that the previously scheduled Paris meeting between the government and the autonomous administration \u201cis no longer taking place,\u201d explaining that negotiations will now be held \u201ceither in Damascus or in northern and eastern Syria.\u201d<\/span><\/p>\n

In an interview with Rudaw, Idlibi said, \u201cWe have entered the stage of practical steps to implement the March 10 agreement. The next phase involves drafting a permanent constitution after the election of the People\u2019s Assembly, with the possibility of proposing an official state name amendment during the constitutional referendum.\u201d<\/span><\/p>\n

He stressed that the government aims to \u201ccreate a positive atmosphere between the Kurdish community and other components\u201d to address the effects of \u201cpolitical marginalization and ethnic-sectarian discrimination linked to the ousted regime.\u201d<\/span><\/p>\n

Idlibi added, \u201cThe challenge is not purely constitutional but primarily political,\u201d emphasizing that \u201cimplementing practical policies is more important than mere legal texts.\u201d<\/span><\/p>\n

Political analyst and writer Rustam Mahmoud, however, sees \u201cone of the key challenges in the political clause concerning Kurdish rights and their constitutional status,\u201d warning that \u201cthe success of the process depends on genuine intentions to amend the constitutional declaration and agree on a new constitution.\u201d<\/span><\/p>\n

Integrating the SDF into the Syrian Army: The Biggest Challenge<\/b><\/p>\n

On the military front, Idlibi stressed \u201cthe necessity of integrating the SDF into the Syrian army alongside other factions to avoid creating a state within a state,\u201d explaining that \u201cthe integration process is ongoing and requires time to distribute military expertise in a way that serves all Syrians.\u201d<\/span><\/p>\n

Mahmoud sees this clause as \u201cone of the most sensitive files, as it touches the political and security structures of the country,\u201d noting that \u201cU.S. sponsorship is the main guarantee to prevent the situation from escalating into confrontation.\u201d He added that \u201cTurkey lacks real incentives to support the agreement and at most can avoid direct military intervention.\u201d<\/span><\/p>\n

Regional and International Dimensions<\/b><\/p>\n

Abdulbaset Sida noted that \u201cFrance, despite cancelling the Paris meeting, remains part of the international coalition and has strong relations with the SDF, coordinating with the U.S. in role distribution within the Syrian file.\u201d<\/span><\/p>\n

He concluded that \u201cthe success or failure of the agreement will not be determined solely within Syria but will depend on broader regional developments, from Palestine and Lebanon to the Kurdish issue in Turkey and Iraq,\u201d stressing that \u201cSyria remains a key pillar in regional balance equations.\u201d<\/span><\/p>\n

Rustam Mahmoud argued that \u201cthe biggest challenge lies in whether the new political system is willing to open up to a real democratic process involving all Syrians,\u201d noting that \u201cso far, there are insufficient indications of this.\u201d<\/span><\/p>\n
