This legacy failed to establish a cohesive social contract and instead produced a central authority lacking broad popular support, conditions that paved the way for future coups and the growing dominance of the military and security apparatus.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">This historical trajectory underscores the vital importance of sound institutional foundations and genuine popular legitimacy in securing the stability and sustainability of a modern state. Restoring trust between society and institutions, mending the frayed social fabric, and redefining a unifying national identity are all complex tasks that require a comprehensive vision and genuine political will for change.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">While Syria&#8217;s collapse appears uniquely severe, it shares patterns with other Arab state failures, such as in Libya and Yemen, where regimes failed to adapt to demands for change and instead relied on force, triggering internal conflicts and institutional breakdowns.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Rebuilding the Syrian state will require moving beyond decades of authoritarianism and corruption. Establishing a new governance model based on popular legitimacy, strong constitutional institutions, and social justice. In this context, administrative and political decentralization may offer a realistic path toward restoring balance and ensuring local representation, especially given the central government&#8217;s fragility and its loss of control over much of the country.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The 2011 uprising marked a decisive turning point in Syria\u2019s modern history, laying bare the structural crisis at the heart of its institutions. The Assad regime\u2019s security-driven response to the revolution shattered social cohesion and pushed many Syrians back into sectarian and subnational loyalties.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The outbreak of armed conflict and the internationalization of the crisis eroded government control over vast parts of Syrian territory, raising existential questions about the state\u2019s very survival. It was the inevitable result of decades of mismanagement and political illegitimacy. A state that failed to build robust, legitimate institutions found itself unprepared to handle either internal dissent or external pressures. The total economic collapse and the breakdown of the productive sector deepened the crisis, forcing the population to rely increasingly on alternative sources of power and security, further diminishing the state\u2019s role in everyday life.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">This failure gave rise to multiple political and military entities within Syria\u2019s borders, complicating the possibility of reconstructing a unified national state.
