For decades, the so-called \u201cS\u2013S Equation\u201d, the informal political understanding between Syria and Saudi Arabia, formed the cornerstone of Lebanon\u2019s fragile stability, or at least served to manage the rhythm of its chronic crises. After the Taif Agreement, this arrangement became an implicit regional guarantee to balance Lebanese factions: Damascus held sway over security and political affairs, while Riyadh backed economic stability and moderate Sunni leadership.<\/span><\/p>\n

Today, with Syria\u2019s return to the Arab stage and the emergence of a new regional landscape, a question arises: <\/span>What shape will Syria\u2019s new role take?<\/span><\/i> Can it reclaim its place in this equation – not as an overseer as in the past, but as a partner in consensus-building and bridge-making? These shifts open the door to a fresh reading of Damascus\u2019s influence on Lebanon\u2019s internal balance under renewed regional dynamics.<\/span><\/p>\n

On March 27, Saudi Arabia hosted a meeting that brought together Syrian Defense Minister Marhaf Abu Qasra and his Lebanese counterpart Michel Mansa, alongside Saudi Defense Minister Prince Khalid bin Salman bin Abdulaziz. The meeting concluded with an agreement that reaffirmed the strategic importance of border demarcation between Syria and Lebanon, the formation of joint legal and technical committees, and the activation of coordination mechanisms to address emerging security and military challenges; particularly along their shared frontier.<\/span><\/p>\n

The S\u2013S Equation: A Closed Chapter?<\/b><\/h2>\n

According to Radwan Qassem, founder of <\/span>the Progen Center for Strategic Studies and International Relations<\/span><\/a>, this political formula vanished with former Prime Minister Saad Hariri\u2019s exit from the scene; and there are no signs of a new framework emerging to replace it, especially regarding Syria.<\/span><\/p>\n

Speaking to <\/span>+963<\/b>, Qassem explained that the dramatic shifts in Syria following the collapse of the former regime have redrawn the regional balance of power and produced new dynamics that bear little resemblance to the past. He stressed that Saudi Arabia\u2019s priorities now lie largely outside Syria and Lebanon, and that any signs of rapprochement with Damascus are driven by broader regional and global considerations; not by a genuine return to old alliances. Diverging interests in relation to Turkey, the UAE, and Qatar remain major obstacles to full alignment.<\/span><\/p>\n

As for Syria\u2019s role in Lebanon, Qassem argues that the days of Damascus exerting sweeping influence over Beirut\u2019s domestic affairs are gone. He believes Lebanon is heading, albeit slowly, toward relative political independence, despite deep internal challenges and chronic instability that continue to shape its shifting alliances and power balances across the region.<\/span><\/p>\n

Qassem also underlined Iran\u2019s enduring influence in the Middle East; a role that has arguably grown stronger in the wake of recent tensions with Israel and Washington\u2019s unwavering support for Tel Aviv. Despite strikes targeting its nuclear facilities, Tehran has managed to gain momentum, increasing its leverage as a key actor in defining the region\u2019s future.<\/span><\/p>\n

A New Regional Posture<\/b><\/h2>\n

In the wake of the former regime\u2019s fall, Syria\u2019s new president, Ahmad Al-Sharaa, declared a major policy shift during a meeting with a Lebanese delegation led by veteran leader Walid Jumblatt. Al-Sharaa stated that Damascus had entered a new phase in its regional approach and would no longer seek to exercise negative influence over Lebanon.<\/span><\/p>\n

The Syrian president pledged that his government would fully respect Lebanon\u2019s sovereignty and territorial integrity, guaranteeing its independent decision-making and internal security. He added that the \u201cnew Syria\u201d intends to stand at an equal distance from all Lebanese factions, promoting a fraternal relationship free from the old politics of interference and tutelage.<\/span><\/p>\n

Recalibrating Relations<\/b><\/h2>\n

In Beirut, political analyst and writer Yousef Diab believes Syria\u2019s internal transformation has positively impacted Lebanon, particularly through improved joint border security. Enhanced measures have curbed smuggling and cross-border infiltration, while limiting the movement of extremist elements into Lebanese territory.<\/span><\/p>\n

Diab told <\/span>+963<\/b> that today\u2019s Lebanon views the \u201cnew Syria\u201d as an equal state; one that no longer dictates or dominates domestic affairs as it once did. This, he says, has brought welcome relief to Lebanon\u2019s authorities and laid the groundwork for a more balanced and respectful bilateral relationship.<\/span><\/p>\n

Diab predicts that Syria\u2019s evolving role could help stabilize Lebanon in the coming years, especially under a broader Arab umbrella coordinated by Saudi Arabia. In his view, this emerging framework could reshape Lebanon\u2019s political equilibrium, once dominated by minority power brokers, and open the door for more inclusive national decision-making.<\/span><\/p>\n

He emphasized that Lebanon now stands at a delicate crossroads, where no single faction can override the res, a situation that could encourage constructive ties between Beirut and Damascus, especially amid reports of an upcoming visit by Syria\u2019s foreign minister to Lebanon.<\/span><\/p>\n

Towards a New Regional Balance<\/b><\/h2>\n

Security affairs scholar Dr. Imad Rizk, based in Lebanon, agrees that the shifting sands in Syria and Lebanon signal the birth of a new political landscape. He argues that the S\u2013S equation is a thing of the past, and that Saudi Arabia\u2019s recalibrated approach to Damascus and Beirut could lay the foundations for a brighter chapter for both countries.<\/span><\/p>\n

Rizk envisions these developments paving the way for what he calls Syria\u2019s \u201cSecond Republic\u201d and Lebanon\u2019s \u201cThird Republic\u201d; a transitional period that moves both nations beyond the heavy baggage of the old order and fosters relations rooted in mutual respect and regional balance.<\/span><\/p>\n

In remarks to <\/span>+963<\/b>, Rizk stressed the importance of President Al-Sharaa\u2019s government continuing to build trust at home and abroad by dismantling outdated perceptions and firmly countering claims of any lingering Syrian ambitions over Lebanon.<\/span><\/p>\n

He pointed out that Lebanon, for its part, has pledged not to allow its territory to be used as a launchpad for hostile actions against Syria; a commitment that could help re-establish Damascus\u2019s standing in the region and cement a supportive, equal partnership between the two neighbors.<\/span><\/p>\n
