After more than fourteen years of devastating war, and over five decades of authoritarian rule before that, Syria stands at a crossroads. Millions have been killed, wounded, or displaced, leaving deep scars on the country\u2019s social fabric. Amid ongoing reconstruction efforts, one question looms large: How can Syrians forge a shared national identity that respects their rich diversity yet unites them under common values of citizenship and equal rights?<\/span><\/p>\n

A Complex Mosaic\u00a0<\/b><\/h2>\n

Syria\u2019s religious, sectarian, and ethnic diversity has long been both a source of cultural richness and a deep challenge to national unity.<\/span><\/p>\n

Religiously, Sunni Muslims form the overwhelming majority, making up about 78.5% of the population. Before the war, Christians accounted for around 10%, but their share has dropped to an estimated 3% due to emigration and displacement. The Alawite community, which is heavily concentrated in coastal regions, represents about 10% of Syrians. Druze make up about 3%, mostly living in the southern province of Sweyda and in pockets near Jaramana, Sahnaya, Ashrafiyat Sahnaya, and rural areas of Quneitra. Smaller sects such as Ismailis, Murshidis, and others together add up to about 2%.<\/span><\/p>\n

Ethnically, about 74% of Syrians identify as Arabs. Kurds make up almost 10% of the population, while other ethnic groups, including Turkmen, Armenians, Syriacs, Assyrians, and Circassians, contribute to the country\u2019s diverse cultural fabric.<\/span><\/p>\n

This mosaic could be a wellspring of renewal; but only if there are real guarantees that all communities have equal rights and protections under a fair and enforceable constitution.<\/span><\/p>\n

Why a New Social Contract Matters<\/b><\/h2>\n

According to Anwar Mujni, a judge and program director at <\/span>The Day After<\/span><\/a>, an NGO based in Damascus, the road to an inclusive Syrian identity starts with a new social contract; one shaped through genuine national dialogue. \u201cIt must reflect the interests and concerns of every community,\u201d Mujni says, \u201cand it should be rooted in rule of law, democracy, and equal citizenship. A shared Syrian identity should never erase cultural or religious identities; it should protect them.\u201d<\/span><\/p>\n

This need became tragically clear earlier this year when sectarian violence flared along the Syrian coast. Human rights reports claim over 1,500 people were killed in March, with accusations that state security forces were complicit, according to a recent report by <\/span>Reuters<\/span><\/a>. Such bloodshed underscores why transitional justice, holding perpetrators accountable and honoring victims, is essential to healing divisions and avoiding future violence.<\/span><\/p>\n

Education, Laws, and Representation<\/b><\/h2>\n

Speaking to <\/span>+963<\/b>, Muhammad Hossam Al-Sarhan, a lawyer and board member at the Kawakibi Center for Transitional Justice and Human Rights, argued that a new identity must be nurtured from the ground up. This means revising school curricula to celebrate diversity and teaching the value of each culture\u2019s role in building the nation.<\/span><\/p>\n

Sarhan stresses that equal participation in politics is also crucial. \u201cThe state must focus on shared human values like justice, equality, and mutual respect,\u201d he says. \u201cWe need strong anti-discrimination laws that are actually enforced.\u201d<\/span><\/p>\n

The Transitional Constitutional Declaration<\/b><\/h2>\n

On March 13, President Ahmad Al-Shar\u2019a signed a transitional constitutional declaration with 53 articles, stating that all citizens are equal before the law regardless of religion, ethnicity, gender, or lineage. However, this announcement has been sharply criticized by Syrian groups and human rights organizations, who argue that it risks concentrating power in the presidency while undermining democratic freedoms and judicial independence.<\/span><\/p>\n

Human Rights Watch<\/span><\/a> warned the declaration could undermine the independence of the judiciary and risks Syrians\u2019 rights. The Autonomous Administration of North and East Syria and the Syrian Democratic Council (SDC) both declared the document \u201cillegitimate,\u201d while the Druze spiritual leadership stated that it needs significant amendments to address the concerns of the community.<\/span><\/p>\n

Sarhan emphasizes that Syria urgently needs a genuinely new constitution; one that protects the rights of all communities, regardless of ethnicity or religion. \u201cIt must be grounded in justice, equality, and recognition of every cultural and religious group,\u201d he says. \u201cIt should fully uphold internationally recognized human rights standards and guarantee true political pluralism, allowing power to change hands through free and fair elections.\u201d<\/span><\/p>\n

To achieve real social peace, Sarhan believes the country must launch a credible transitional justice program, holding those responsible for war crimes accountable, compensating victims of the revolution, and promoting a culture of reconciliation and forgiveness.<\/span><\/p>\n

Mujni adds that safeguarding Syria\u2019s rich tapestry of cultures and faiths requires a social contract that explicitly protects the rights of every community to practice and preserve its identity, so long as it does not undermine the shared national identity. \u201cThis makes a genuine national dialogue essential,\u201d he says, one that brings all sides to the table to shape a constitution that defends civil rights and freedoms, holds the government accountable, and guarantees equal citizenship under the law.<\/span><\/p>\n

Despite the immense challenges, from deep societal divides to the legacy of distrust among communities, there is broad agreement among Syrians that the only path forward is a unifying national identity rooted in a <\/span>new social contract<\/b>. Such an agreement must balance the protection of unique cultural and religious identities with the principles of equal rights, responsibilities, and the rule of law.<\/span><\/p>\n
