In recent weeks, Syria has witnessed a wave of cyber attacks targeting official government websites and the personal social media accounts of citizens. Despite the scale of the incidents, no group or entity has claimed responsibility for the operations.<\/span><\/p>\n

While there has been no direct attribution of these attacks, the Ministry of Communications in the Syrian Transitional Government disclosed that most of the attempted breaches were detected by the National Information Security Centre, working in collaboration with a select group of Syrian cybersecurity experts.<\/span><\/p>\n

In a statement published on its official Facebook page on June 13, the Ministry confirmed that it had received multiple reports of security vulnerabilities discovered by specialists. It warned that publicising such vulnerabilities online could provide malicious actors with opportunities to exploit them, potentially leading to the leakage of sensitive citizen data. The Ministry stressed that these issues must be handled with complete confidentiality until they are resolved.<\/span><\/p>\n

According to the Ministry, the primary causes of the breaches stem from weak software architecture across many government websites and the absence of robust digital safeguards. In response, relevant teams swiftly implemented emergency measures, including temporarily taking the affected websites offline until full security could be restored.<\/span><\/p>\n

A Valuable Information Repository<\/b><\/h2>\n

Amer Tabash, an information and communications technology consultant, stated that the primary objective behind these cyber attacks is to access sensitive and historically significant data amassed during the regimes of Hafez and Bashar al-Assad. He described this data as a \u201cvast information reservoir\u201d highly sought after by intelligence services and independent actors alike.<\/span><\/p>\n

In comments to <\/span>+963<\/b>, Tabash explained that many government websites have failed to keep pace with global technological advancements over recent years. As a result, they have become increasingly vulnerable to sophisticated cyber attacks often carried out by actors equipped with advanced tools, frequently linked to foreign intelligence agencies.<\/span><\/p>\n

He warned of serious risks should such data be misused, including the forging of official documents, unauthorised exposure of sensitive state information, and impersonation of civil and governmental entities. These risks are particularly acute if hackers gain full or partial access to citizen or institutional records.<\/span><\/p>\n

Tabash commended the Syrian Transitional Government for initiating efforts to monitor and address the breaches, noting that this marked a positive step forward. He expressed optimism that the coming months would bring more concrete actions in partnership with Arab companies and organisations specialising in cybersecurity.<\/span><\/p>\n

Ongoing Challenges and Needed Efforts<\/b><\/h2>\n

Tabash emphasised that preventing future cyber attacks would require continuous effort from the Transitional Government. This includes upgrading digital protection systems, strengthening information security across institutions, and keeping pace with the rapid evolution of cybersecurity threats.<\/span><\/p>\n

Recent developments have highlighted the fragility of Syria\u2019s digital infrastructure, particularly as the expansion of electronic services has outstripped the implementation of adequate protection measures. There is now a clear and urgent need for a strategic and comprehensive approach to cybersecurity, one that goes beyond reactive solutions and builds a robust institutional system capable of safeguarding both sovereign and citizen data.<\/span><\/p>\n

Cybersecurity specialist Samer Kilani echoed these concerns, attributing the repeated attacks on Syrian government websites to severe technical and administrative shortcomings. He cited the lack of a unified national information security policy, reliance on outdated operating systems, and insufficient safeguards such as multi-factor authentication and regular penetration testing.<\/span><\/p>\n

In remarks to <\/span>+963<\/b>, Kilani said the Syrian government’s current approach remains limited, with institutional coordination and transparency still lacking. While the Ministry of Communications has reported repelling some cyber attacks, Kilani pointed out that Syria does not have a publicly declared or operational national Computer Security Incident Response Team (CSIRT), nor does it follow a national cybersecurity framework comparable to those adopted by more developed countries in the region.<\/span><\/p>\n

Consequences and Recommendations<\/b><\/h2>\n

Kilani warned that the consequences of these attacks could be far-reaching. On the individual level, citizens face risks such as the exposure of personal identity data, medical records, and financial information. On a national scale, breaches could compromise critical infrastructure, erode public trust, and open the door to disinformation campaigns and political interference.<\/span><\/p>\n

To mitigate these threats, Kilani offered a series of recommendations to the Syrian government. Chief among them was the development of a comprehensive national cybersecurity strategy and the adoption of international standards, such as ISO\/IEC 27001. He also called for the establishment of a national rapid response team and urged the government to draw on the expertise of Syrian professionals abroad.<\/span><\/p>\n

Kilani noted that he had joined the Syrian-British Competency Network, an initiative aimed at offering sustainable solutions to support Syria\u2019s digital future.<\/span><\/p>\n

Official Response and Legal Action<\/b><\/h2>\n

In June, the Syrian Ministry of Communications confirmed that it had reached out to the government agencies affected by the cyber attacks. The Ministry provided technical support and guidance to help modernise their digital defences and implement advanced protection protocols aimed at preventing future breaches.<\/span><\/p>\n

The Ministry further stated that any attempt to compromise government websites or systems, regardless of motive, would be considered an act of sabotage. It confirmed that it is working closely with legal authorities to take appropriate action against any individual or group found to be involved in organising or supporting such attacks.<\/span><\/p>\n
