In recent years, Syria has undergone profound social, economic, and political transformations brought on by war, displacement, and demographic shifts. Amid these sweeping changes, Syrian women have emerged as central actors in various fields, from humanitarian and community work to education, entrepreneurship, and local initiatives aimed at filling the societal void left by the absence of many men due to the conflict.<\/span><\/p>\n

Despite structural challenges, such as legal discrimination, limited political representation, and persistent restrictive social norms, Syrian women have managed to break through significant traditional barriers. They have carved out a meaningful presence in public life, grounded not in symbolic gestures, but in real contributions made during the war years.<\/span><\/p>\n

Before the 2011 uprising, women\u2019s presence in Syrian public life did not reflect their true role in society. Political representation was largely symbolic, and personal status laws entrenched gender inequality, confining women to private spaces and excluding them from decision-making roles.<\/span><\/p>\n

However, the outbreak of the revolution marked a turning point. Women joined protests, endured arrest, persecution, and torture, participated in media and fieldwork, and often became sole breadwinners after the loss or disappearance of male family members. This extraordinary experience gave rise to a new and legitimate presence for women in the humanitarian and community sectors, one based on lived realities and actual achievements.<\/span><\/p>\n

Women at the Core of Human Development<\/b><\/h2>\n

Political activist Mouna Ghanem said in the seventh issue of <\/span>“<\/span><\/i>+963<\/b>“<\/span><\/i> magazine that Syrian women have become indispensable in the post-war recovery phase, especially given the societal void left in the wake of prolonged conflict. She stated: <\/span>“The role of women in Syria today must be one of leadership, both within households and in the broader public sphere. Without women taking on their full role in rebuilding the state and civil society, the country cannot rise again.”<\/span><\/i><\/p>\n

Ghanem emphasized that women have demonstrated their competence in fields such as education, caregiving, and humanitarian work. She argued that women deserve to be equal partners in reshaping the fabric of Syrian society and governance, asserting that their participation in political and institutional processes is <\/span>\u201ca fundamental condition for real stability and sustainable development.\u201d<\/span><\/i><\/p>\n

Lama Atassi shares this view. Despite their academic qualifications and professional experience, she explained, Syrian women have been deliberately excluded from leadership positions for decades. <\/span>“Syrian women have proven themselves across all professions, from medicine and engineering to entrepreneurship and the judiciary. Their absence from leadership has nothing to do with capability, it\u2019s about denied opportunities.”<\/span><\/i><\/p>\n

As a researcher in pluralism and governance, Atassi believes women now have the experience and insight to play a pivotal role in shaping Syria\u2019s future.<\/span>
\n<\/span>“There can be no genuine democracy without real equality between men and women,”<\/span><\/i> she added.<\/span><\/p>\n

Challenges Remain, but So Does Determination<\/b><\/h2>\n

Despite these achievements, significant challenges persist. According to Mouna Ghanem, Syria\u2019s transitional government has shown limited commitment to women\u2019s empowerment. The current cabinet includes only one woman, Minister of Social Affairs and Labor Hind Kabawat, and no institutions dedicated to women\u2019s affairs have been established, unlike in many other countries.<\/span><\/p>\n

Ghanem attributes this shortfall to the influence of political Islam on government policy and the continued dominance of patriarchal ideologies that reinforce male authority in public life.<\/span><\/p>\n

On the other hand, Lama Atassi believes that female elites must redouble their efforts to establish a stronger presence through meaningful participation and by earning the trust of society. <\/span>“We must be patient and positive if we want to make real change,”<\/span><\/i> she said. <\/span>“Change starts from the bottom of the pyramid, not from the top.”<\/span><\/i><\/p>\n

From Humanitarian Work to Decision-Making Roles<\/b><\/h2>\n

During the war, Syrian women played a central role in humanitarian and social sectors. They worked with local and international organizations, launched educational and service initiatives, and contributed to empowerment projects within camps and host communities.<\/span><\/p>\n

Difficult conditions of displacement pushed many women into new economic ventures, from small-scale entrepreneurship to agricultural and artisanal projects. These experiences allowed them to acquire new skills and enter the workforce, building a valuable foundation for Syria\u2019s reconstruction phase.<\/span><\/p>\n

According to Ghanem and Atassi, reconstruction is not only about rebuilding infrastructure, it\u2019s about repairing the torn social fabric and forging a new social contract based on justice and equality.<\/span><\/p>\n

A Vision for Real Partnership<\/b><\/h2>\n

Syrian women hope the coming phase will recognize their contributions through meaningful representation in decision-making institutions, not just as symbolic figures, but as genuine partners in planning and execution.<\/span><\/p>\n

Empowering women is not just a matter of rights, it\u2019s essential for rebuilding Syria on new foundations, where social peace and sustainable development are the cornerstones. The war, with all its hardships, has proven that Syrian women are not marginal players, they are active, courageous agents of change who now seek to harness their hard-earned experiences to help shape a future worthy of their sacrifices.<\/span><\/p>\n
