For the second time, the American-led international coalition against ISIS has turned down a request from Syria\u2019s Transitional Administration to join its ranks, reflecting, according to observers, deep international reservations about the interim government\u2019s credibility and its ability to act as a trustworthy partner within the regional and international security framework.<\/span><\/p>\n

Joint French-German-Saudi Efforts<\/b><\/h2>\n

According to An-Nahar newspaper, which cited both French and Syrian diplomatic sources on Monday, April 14, the coalition once again rejected the Syrian Interim Government\u2019s formal bid for membership, citing insufficient grounds for acceptance.<\/span><\/p>\n

The Lebanese newspaper reported that France, in coordination with Germany and with Saudi involvement, had urged the head of the Interim Government, al-Sharaa, to submit a second application. The push stemmed from hopes that coalition membership would strengthen the transitional process in Syria and enhance its legitimacy in the eyes of the West, particularly Washington.<\/span><\/p>\n

Reasons Behind the Rejection<\/b><\/h2>\n

Speaking to <\/span>+963<\/b>, Jawad al-Sayegh, a journalist and political analyst specialising in American and Middle Eastern affairs, explained that multiple political, military, and security factors led to the coalition’s refusal. Crucially, Washington has not yet recognised the Syrian Interim Government as a legitimate authority.<\/span><\/p>\n

\u201cWashington informed the states backing the new Syrian administration that it would engage based on its actions gradually,\u201d al-Sayegh said. \u201cPolitically, it seems that the new Damascus government has failed to ease U.S. concerns, especially regarding the formation of an inclusive government that represents all Syrian components and meets the aspirations of Syrians.\u201d<\/span><\/p>\n

Militarily, al-Sayegh noted that key appointments in the new administration remain dominated by figures from Hayat Tahrir al-Sham (HTS) and affiliated factions. \u201cNo figures from outside these groups have been appointed to major positions,\u201d he pointed out, adding that the U.S. remains alarmed by the presence of jihadists in influential areas, some of whom have even been given sensitive leadership roles.<\/span><\/p>\n

Syrian political analyst Hussam Najjar, speaking to <\/span>+963<\/b>, echoed these concerns. He pointed out that the United States has designated both the Nusra Front and the HTS and its affiliates as terrorist organisations, and that the presence of foreign fighters within the ranks of the Syrian Interim Government raises serious security concerns for the coalition.<\/span><\/p>\n

Further analysing the situation, Sabra al-Qasimi, a lawyer and expert on jihadist movements, emphasised that coalition membership decisions are subject to rigorous scrutiny. In statements to <\/span>+963<\/b>, He noted that the evaluation process includes assessing whether the applicant\u2019s goals align with those of the coalition, as well as its military readiness and security capabilities on the ground.<\/span><\/p>\n

While no official statement has detailed the precise reasons for the rejection, al-Qasimi highlighted likely factors: the Syrian interim government has yet to secure broad international recognition, and questions remain about its operational effectiveness and genuine commitment to the fight against ISIS.<\/span><\/p>\n

Additionally, al-Qasimi said, the coalition\u2019s current strategy may not accommodate the inclusion of new actors, particularly given the complexities of Syria\u2019s tangled political and military landscape and persistent doubts over the true intentions of the current administration in Damascus.<\/span><\/p>\n

International Motives Behind the Push for Damascus to Join the Coalition<\/b><\/h2>\n

On the repeated efforts by France, Germany, and Saudi Arabia to lobby for Damascus\u2019s inclusion in the international anti-ISIS coalition, jihadist movements expert Sabra al-Qasimi noted that Paris and Berlin view the participation of certain Syrian factions as conducive to long-term stability and more effective counterterrorism. According to al-Qasimi, these countries may also envision backing local Syrian forces as part of a broader, sustainable political solution.<\/span><\/p>\n

Saudi Arabia, meanwhile, is driven by its regional security interests and its campaign against terrorism, he said. Riyadh appears to believe that certain Syrian elements are capable of effectively combating ISIS, aligning with its strategic vision for Syria\u2019s future and the evolving balance of forces on the ground.<\/span><\/p>\n

Jawad al-Sayegh added that Arab-European powers are working to embrace the Syrian Interim Government and convince Washington to do the same. However, he stressed that the U.S. position remains fundamentally different, partly due to Israel\u2019s regional security considerations.<\/span><\/p>\n

American Conditions<\/b><\/h2>\n

According to sources cited by An-Nahar, Washington has requested that the new Syrian government disclose the identities of high-ranking officers in the Syrian Army who hold foreign nationalities, citing them as a potential threat to global security.<\/span><\/p>\n

In March, Reuters reported that the U.S. presented the Syrian Interim Government with a list of conditions in exchange for possible sanctions relief. These included the destruction of remaining chemical weapons stockpiles, the exclusion of foreign fighters from leadership roles, active cooperation in counterterrorism operations, and assistance in the case of missing American journalist Austin Tice, marking the first direct contact between U.S. and Syrian officials under the interim government.<\/span><\/p>\n

Al-Sayegh emphasised that Washington would not consider cooperation unless these conditions are met. Hussam Najjar interpreted the coalition\u2019s rejection as part of an effort to pressure Damascus to fulfil these outstanding requirements.<\/span><\/p>\n

Nonetheless, Najjar said the Syrian Interim Government is actively engaging with the United Nations Mission tasked with investigating chemical stockpiles and is leaving the door open to deeper cooperation. \u201cThe government is ready to coordinate with both Washington and the coalition to combat terrorism and smuggling,\u201d he said.<\/span><\/p>\n

On the issue of foreign fighters, Najjar clarified that while the U.S. has not objected to their mere presence, it strongly opposes their appointment to military or political positions. \u201cYes, it may seem inconsistent, especially since the U.S. itself has given intelligence and military roles to non-Americans, but Damascus will comply gradually. There is a strong understanding on this point,\u201d he added.<\/span><\/p>\n

Al-Qasimi argued that while there\u2019s no direct link between the coalition\u2019s rejection and Damascus\u2019s failure to meet U.S. demands, American leadership within the alliance means Washington\u2019s deep reservations likely played an indirect role.<\/span><\/p>\n

Implications of the Decision<\/b><\/h2>\n

Commenting on the broader impact, al-Qasimi warned that the rejection risks deepening mistrust between domestic and international actors, delaying consensus on Syria\u2019s future, and undermining the legitimacy of those seeking to shape the transitional process. He added that donor reluctance, continued fragmentation, and lack of coordination in the fight against ISIS could further hamper efforts to build a unified national army and achieve political stability.<\/span><\/p>\n

Al-Sayegh stressed that the refusal also has serious implications for sanctions relief. \u201cThe U.S. perspective on Syria is pivotal,\u201d he said. \u201cThe Interim Government recognises that without U.S. sanctions being lifted, all developments will remain symbolic, mere statements with no practical impact on aid, economic recovery, or reconstruction.\u201d<\/span><\/p>\n

Najjar, however, downplayed the rejection as a temporary setback tied to ongoing international negotiations. He argued it could even serve as an incentive for Damascus to demonstrate its commitment to counterterrorism efforts and offer the coalition tangible cooperation.<\/span><\/p>\n

In a volatile landscape marked by overlapping political, military, and security interests, the international coalition\u2019s decision presents a significant test for Damascus, one that may determine whether it can earn international legitimacy through meaningful collaboration.<\/span><\/p>\n
